REGIONAL COST MANAGER

Position Summary Regional Cost Manager responsible for senior level management and supervision of a regional project planning and control and cost management organization located at the corporate offices of Taos Industries Inc, Huntsville Alabama.  This position reports functionally to the Director of Project Controls but supports the Strategic and Legacy program offices of Taos Industries Inc on a day-to-day basis.  The Regional Cost Manager is to ensure that the CWBS, OBS and lower level data collection mechanisms are developed and in-place, supports IMP development and resource loaded IMS/detail schedules as required, provides performance and trending analysis, reports project cost and schedule performance on EVMS projects in accordance with EIA/ANSI 748 EVMS standard as implemented by the TAOS EVMS system description or Joint Venture EVMS requirements, whichever is applicable.  Oversees the preparation of CPR, C/SSR, CCDR and CFSR customer reporting on EVMS contracts and internally provides project cost data in support of internal/external Project Status Reviews and provides project financial data to the TAOS corporate finance organization including EACs, sales forecasts, gross margin, cash flow, billing forecasts, ROI and NPV as required for project related capital projects.  Establish project planning and control and cost standards for both Fixed Price and Cost contracts including those not requiring EVMS compliance.  The Project Controls department has primary responsibility for project planning and control and project cost management support to the Taos program offices which include development of a project baseline (cost, schedule and technical), support of IBRs conducted by government and prime contractors, implement EVMS in accordance with company policy and procedures and training of project personnel in company project planning and control and EVMS processes including the use of Cobra, wInsight, Primavera and/or MS Project.  Training may be accomplished using either internal and external resources.   EDUCATION and/or EXPERIENCE 7-10+ years of Project Planning and Control, Project Business Management, Project Scheduling, Project Finance or Cost Engineering experience supporting large DoD/U.S. Government programs, the last 5 years in management is required.  Hands-on EVMS experience and subject matter expertise in the EIA/ANSI 748 EVMS standard is required.  Experience supporting negotiations with the DoD/U.S. Government and DoD prime contractors and responding to DCMA surveillance is preferred.  Experience working large Commercial Logistics and/or Construction contracts will be considered in lieu of DoD/U.S. Government contracting experience as appropriate.
