JOB PURPOSE
This position is for a Senior Deployment Manager for the Radiation Portal Monitor Project (RPMP) which oversees the logistics and technical aspects of deploying radiation portal monitors at all United States port entries. The RPMP is tasked to provide scientific and technical support to enable rapid deployment of radiation detection technology to enhance the US capabilities to interdict the illicit import of nuclear and radiological material and devices. The duties for this position include participating and or reviewing in site surveys, design phases, constructability bid-ability reviews, coordination with construction management with subcontractors and government agencies during deployment, overseeing equipment procurement/delivery, site manager training/assignments, RPM port training, scheduling and overseeing calibration team testing, and commissioning of systems. Included in these duties is overseeing site managers daily reporting, field change notices, port crossing communication for designs and deployments.
NATURE AND SCOPE
The Senior Deployment Manager works with RPMP technical group and deployment vectors to address technical issues and lessons learned from field deployments at ports of entry and ensures that configuration control and management is adhered to based on resolutions addressed through review boards, design authorities and senior management.
Due to the nature of the project, including client and congressional expectations, an aggressive project schedule has been adopted. Acquisition strategies must be developed and implemented near flawlessly to avoid project-wide impacts to the overall schedule that would have major cost, schedule and laboratory performance rating implications to this ~$1.3B project. Concurrently, the Project is completing a maturation of its processes and technical baseline that must conclude rapidly due to a near-term major escalation in the workload, and a highly experienced individual having demonstrated high levels of performance under similar circumstances is required. This position will also be staffed by a person judged and determined to be capable of being highly rated as a key person in the project succession planning hierarchy based on overall technical, project management, communication and leadership skills and demonstrated performance.
Specifically, this position will require a senior level person capable of managing large scale deployment project for the Land Vector RPMP to address the urgent and immediate need of deploying at one hundred Northern border sites with up to 340 RPM systems project to be completed by December 2009. However, due to the urgency to address national security, completion of these sites will need to be done as soon as possible. The budget for this deployment work will be on the order of $60,000,000 PNNL cost and $50,000,000 to support Government Services Administration. Deployment budget for Land Vector is project to be on the order of $30,000,000 for the next two years.
PRINCIPLE ACCOUNTABILITIES
· Participate and lead strategic planning for deployments.
· Provide input to project controls resulting in communication of planning in schedule and other presentations.
· Identify project resources to support planning.
· Identify and support engineering in the acquisition of equipment and support.
· Participate in engineering process for designs incorporating lessons learned and field change notice.
· Meet and communicate designs with port directors.
· Provide training for new site managers.
· Oversee site manager daily reporting resulting in weekly summary reports.
· Schedule RPM contractors, calibration team and site trainers for RPM commissioning.
· Provide coordination between regional managers, design authorities and vector managers.
LEVEL OF KNOWLEDGE, SKILL, AND/OR EDUCATION TO PERFORM JOB
This position requires a Bachelor’s degree in engineering or a related technical field or scientific discipline plus a minimum of 6 years of experience or an advanced degree plus 4 years of experience. Due to the nature of this work a professional engineer certification is desirable, and a minimum of 15 years related experience in disciplined engineering management of design, procurement, configuration management activities and project management of large, multidisciplinary design projects.
This is an experienced person capable of forming highly effective team interactions with client and customer project stakeholders. The incumbent must be self-motivated, have a high degree of initiative, and be able to work effectively with this interdisciplinary team and to direct the activities of project contributors and support staff to accomplish Project goals with a minimum of guidance.
The individual is accountable for appropriate and effective use of budgets in support of Project objectives. The incumbent must also exercise leadership, and be very proficient in oral and written communications and interpersonal skills. The individual must possess the ability to routinely make decisions demonstrating the use of good judgment by weighing all technical data, budget and schedule information, client interests and sensitivities and general direction provided by the Project Manager and/or the client.
OTHER INFORMATION
Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B. All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs for 12 consecutive months can be demonstrated.
