The County of San Diego is seeking a Senior Human Resources Analyst (Benefits Option).
Incumbents supervise the administration of various employee insurance benefit plans such as health, dental, life, flexible spending accounts and leave policies, participate in third party benefit plan contract negotiations, participate in budget planning for fiscal year financing, including self-insured plans, participate in the design and structure of new benefit programs and improve existing employee benefit plans, analyzes surveys of benefit programs offered by other organizations, ensures that benefits are competitive and up to date with current trends, and supervises professional staff.
MINIMUM QUALIFICATIONS
The ideal candidate should have a bachelor’s degree from an accredited U.S. college or university, or certified equivalency for foreign studies, AND five (5) years of recent professional human resources experience in benefits administration, which must have included experience in benefit plan, contract administration and leave plans administration.
Notes:
(1) Recent work experience is defined as work experience within the past 5 years.
(2) Bachelor’s degree in Personnel, Public or Business Administration, Human Resource Management, or Industrial Organizational Psychology is preferred. A master’s degree in any of the fields described above may substitute for one (1) year of the required experience, OR additional years of experience as described above may be substituted for the education requirement on a year-for-year basis and must total nine (9) years of recent professional human resources experience.
(3) Completion of a certificate in HR management from a university, or completion of a Professional Human Resource certification program (SHRM, IPMA) is highly desirable.
(4) Experience determining eligibility for clients applying for several categorical forms of public assistance for governmental and community services and programs IS NOT considered qualifying experience.
