Position Duties


Serve as project manager on complex, high priority, visible projects or programs managed by the Engineering Division, which is responsible for the project management and design of water supply/distribution, drainage, wastewater and solid waste capital projects. Function under limited supervision and perform all phases of work independently. Controversial problems and those affecting the public or other departments are discussed with the supervisor.
• Plan, track and report on the scope, schedule and budget for all aspects of the most complex, controversial, and highly visible capital improvement and other City funded/sponsored projects
• Administer consultant contracts; coordinate design reviews, environmental reviews, right-of-way and permit acquisition; and monitor project closeouts
• Oversee the development, implementation, tracking and reporting of the project’s scope, schedule and budget
• Coordinate and matrix manage interdepartmental, cross-functional, multidisciplinary project teams
• Negotiate, track and manage consultant contracts, interagency and service agreements
• Collaborate with and make presentations to project stakeholders (e.g., Planning, Field Operations, executive and legislative staffs, community groups, and contractors)
• Ensure projects comply with appropriate laws, permits, regulations and codes
• Comply with SPU's protocols for managing projects
• Provide coaching and mentoring to less experienced project managers.

Required Qualifications

The equivalent of a Bachelor's Degree in Architecture, Engineering, Business Administration, Urban Planning or related field, and four years project or construction management or related experience, including experience managing large, complex utility projects that required effective, collaborative coordination with multiple stakeholders, complex negotiations and environmental permitting.

Desired Qualifications

• Extensive knowledge of engineering design principles, practices, and procedures, estimating techniques and project accounting, construction methods and the principles, methods and practices of project management and ability to work independently with minimal oversight
• Experience managing complex wastewater conveyance systems including pumps, storage tanks and large pipes
• Experience with local, state, and federal permitting processes and obtaining permits
• Excellent communication and organizational skills
• Skilled in using computer software such as Microsoft Word and Excel
• Skilled in creating, leading and maintaining high performance teams, and ability to collaboratively make decisions in a timely manner

• Ability to communicate and work effectively within a multi-cultural workforce serving a diverse customer base.
