Senior Civil Engineer

Position Duties
There are two openings for Sr Civil Engineer: The Chester Morse Pump Plant Design Project Manager and the North/South Recycling and Disposal Station Facilities Redeveilopment Project Manager.
These positions will be key members of SPU’s Engineering Division Projects Management section. This group is responsible for managing the implementation of highly complex, high cost, strategic departmental projects, some of which will be constructed by an alternative contract delivery process, including Design-Build and General Contractor/Construction Manager methodologies. These positions will be responsible and accountable for leading and managing various activities for each project during the contract procurement and implementation processes.
Coordinate and allocate professional, engineering and technical staff resources. Oversee the development, implementation, tracking and reporting of the project’s scope, schedule and budget. Lead negotiations for acquiring all required environmental and building permits and contracts. Manage consultant and contractor contracts. Make recommendations to the overall project manager and Executive Steering committee on all design aspects of the project. Matrix manage interdepartmental, cross-functional, multidisciplinary project teams. Identify and resolve all but the highest level design policy, technical, labor resource, budget and project implementation issues. Elevate significant problems and issues to the overall project manager for resolution. Develop communications strategy. Plan and shift resources as needed in concert with the overall project manager to efficiently deal with design scope, schedule or budget changes and risks. Make presentations to a range of audiences including SPU’s executive team, internal and external stakeholders and to other agencies. The Chester Morse Pump Plant Design Project Manager will manage the design of the Chester Morse Pump Plant project, which is one of SPU’s priority drinking water projects. The general objectives of this project are to provide an acceptable, reliable and flexible method to draw water out of Morse Lake for various purposes including for water supply and to protect and sustain the fisheries resources and habitat in the Cedar River watershed.
The North/South Recycling and Disposal Station Facilities Redevelopment Project Manager will assist the section manager in managing the North/South Recycling and Disposal Station Facilities Redevelopment Project. This is one of SPU’s priority projects that will redevelop and rebuild the City’s two aged solid waste transfer station facilities. The South Recycling Disposal Station is sited on an historical landfill and must comply with all landfill closure regulations. (VAF #006-08)

Required Qualifications
The equivalent of a Bachelor of Science in Civil Engineering or related field and five years of professional civil engineering experience. Registration as a Professional Engineer.

Desired Qualifications
Three or more years project management experience managing large, complex projects requiring coordination with and facilitation of multiple stakeholders, complex negotiations and environmental permitting. Effective, proven communication skills. Extensive knowledge of engineering design principles, practices, and procedures, estimating techniques and project accounting, construction methods and the principles, methods and practices of project management for utility projects. Proven leadership skills and ability to work with minimal oversight. Skilled in creating and maintaining high performance teams and ability to collaboratively make decisions in a timely manner. Experienced in using MS Office. Ability to work within the organizational framework of SPU Workplace Expectations including our values on Safety, Respect, Diversity, Trust, Humor, Productivity, Integrity, Innovation, Partnership and Accountability. Ability to communicate and work effectively within a multi-cultural workforce serving a diverse customer base. Project management certification. Alternative contracting experience. Strong desire to learn.
The Chester Morse Pump Plant Design Project Manager should have three years experience with complex hydraulics, hydrology, water resources, pump stations and large diameter pipe design.
The North/South Recycling and Disposal Station Facilities Redevelopment Project Manager should have three years experience managing complex, general civil or industrial site development projects.
