Senior Financial Analyst

Selected candidate will perform the role of an EVM Specialist and be responsible for a variety of schedule management activities in the day to day support of a Program Management Office (PMO) that is assisting a Government client in the management of a large automation and modernization program.

Through the PMO, the EVM Specialist will be responsible for:
-Financial analysis of Earned Value (EV) projects by performing EV variance analysis
-Cost analysis & reporting
-Detecting cost problems
-Performing estimate to complete (ETC) & estimate at completion (EAC) analysis
-Financial planning & forecasting
-Actual vs. budgeted variance analysis & reporting, to include use of tools for analysis of data
-Prepare all 5 Formats of the CPR
-Responsible to establish & lead meetings w/customer to review EV CDRLs
-System findings
-Develop action plan to resolve issues & establish processes to prevent future problems
-Ability to build a strong rapport w/Customer & Control Account Managers (CAMs)
-Exp. & training in EV measurement techniques in cost & schedule performance mgmt
-Provide assistance to CAMs in developing Variance Analysis Reports (VARs) & corrective action plans

Bachelor's Degree or equivalent experience is required. Major Field of Study: Computer Science, Computer Engineering, Technology or other related fields. Experienced in Earned Value measurement techniques (ability to give expert advice and lead others to perform). Knowledge of federal appropriations, regulations and policies, as well as, an understanding of terminology and concepts relating to information technology are required. A professional demeanor and strong work ethic are necessary. Candidate must be willing to undergo a background investigation, financial check, drug screening, and must be able to obtain a security clearance.

Additional considerations include:
-Experience w/implementation of compliant ANSI/EIA 748-A EVM
-Earned Value Professional (EVP) Certification is a plus
-Project Management Professional (PMP) Certification is preferred but not required
-Experience with Primavera Project Manager preferred
-Experience with Office of Management and Budget (OMB) reporting and communication requirements preferred
-Proven customer and CAM relationship skills/experience
-Experience with EV tools (MPM, MSP, Winsight)
-Experience preparing all 5 Formats of a Contract Performance Report (CPR)
-Experience writing EV Contract Deliverables Requirements Lists (CDRL)
-Experience tailoring EV Data Item Descriptions (DIDs)
