GENERAL INFORMATION
The Management Services Division (MSD) at the Department of Environmental Quality in downtown Portland is pleased to announce an immediate recruitment for a Senior Policy Advisor.
As the Senior Policy Advisor, you will have the opportunity to:In preparation for each legislative session, work with all agency programs, the Program Management Teams, and the Budget and Legislative Office to develop the agency budget request and the MSD legislative concepts and budget proposals; Lead program budget and legislative coordinators in developing the overall agency budget presentation strategy and the budget narratives’ scope, message, and content; Prepare strategic presentations to legislators, legislative staff, the Environmental Quality Commission (EQC), stakeholders and lobbyists supporting and explaining agency budget requests and legislative proposals; Draft legislative testimony on interdisciplinary/inter-program Agency Management issues, recommend strategies and options to the administrator for negotiations with lobbyists, EQC, stakeholders, legislators, legislative staff, and external interest groups on legislation and budget note language. Jointly analyze issues with similarly affected state agencies; Evaluate complex and systemic agency program initiatives to identify, develop, and implement appropriate changes in central services and policies; Analyze policy issues that cross program or agency lines or affect statewide policy, develop and implement proposals, policies, and strategies to address issues; identify and resolve internal conflicts or those with other agencies in areas of shared or related responsibility; Develop proposals and recommendations to improve MSD and Agency efficiency and lead selected improvement efforts; Represent agency interests in internal and external special interest groups with independent decision-making authority.
AS A CONDITION OF EMPLOYMENT

MINIMUM QUALIFICATIONS
You qualify for this position if you possess the following:A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills associated with the classification; and five years professional-level evaluative, analytical and planning work,
ORAny combination of experience and education equivalent to eight years of experience performing professional-level evaluative, analytical, and planning work.
WORKING CONDITIONS
You will have the opportunity for occasional travel to DEQ regional offices and to other agencies or multi-state coordination groups. You will make extensive use of a computer, and operate under tight deadlines. Extended work hours might be required during the legislative session. You will have the opportunity to handle sensitive political issues (e.g. responses to the legislature and the Governor’s Office) on a frequent basis.
