Senior Procurement Management Position

Triumph is recruiting for an Acquisitions Management Analyst (AMA) to work on-site with a federal government agency. The AMA shall Provide advice and guidance to the Office of Overseas Protective Operations, the Office Director, Division Chiefs and their staff, and senior officials within the Bureau of Diplomatic Security and at overseas U.S. Missions on planning, programming, budgeting and acquisitions for multiple programs. This guidance will be based upon the Federal Acquisitions Regulation (FAR), Department of State Acquisitions Regulation (DOSAR), and other DoS regulations and instructions.


Required Security Clearance

SECRET clearance and be able to obtain a TOP SECRET security clearance


Required Education

A Bachelors degree that included or was supplemented with at least 24 semester hours in any combination of the following fields: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management.


Required Skills & Experience Ten (10) years experience in a contracting or related position, five (5) years of which was specialized experience that included planning, managing, administering, directing, evaluating and serving as a technical authority for an organization’s contracting program.
In-depth knowledge of existing and proposed federal legislation, policies, and guidelines impacting the management of Diplomatic security.
The ability to convey policies, committments, and technical information in order to avoid adverse impact on program funding.
The ability to develop written policy and guidance as well as the ability to effectively communicate with a variety of management and program experts.
The ability to interpret budget/financial and contract management requirements; consider resources constraints; and be innovative and use mature judgement in developing policies and guidelines.
The ability to effectively communicate with top-level decision makers in defining program planning guidance, plans, and priorities.
The ability to describe and defend program plans to decision-makers, to achieve a common understanding of the problems and issues involved, to offer satisfactory solutions, arrive at compromises, and develop suitable alternatives to highly complex or controversial issues.
Experience in evaluating program operations and devising solutions to increase effectiveness and efficiency.
Experience in briefing and advising program and management officials on procurement alternatives and resolutions to highly controversial, complex and sensitive problems and issues.
Experience in providing technical expertise and guidance on the full range of acquisition functions.
Expert knowledge of the FAR and familiarity with foreign affairs agencies.

The selected candidate must be willing to travel overseas up to 25% of the time.
