(1) Software Analyst QC —

a. Responsibilities: Serve as project P00 for configuration management, quality control, risk management, and other project/technical management activities. Responsible for the completion of assigned complex or long-term engineering projects within budgetary and scheduling guidelines. High level individual contributor, leading a group of engineers, analysts, technicians, and/or one or

more project engineers assigned for the duration of a project. Does not have formal supervisory responsibilities, although may provide input for project team member performance appraisals.

 

b. Qualifications: Requires 5+ years experience in Configuration Management, Release and Dependency Management. Ability to manage application software baselines to include labeling, branching, versioning, building scripts, working with scripting languages such as Perl, PHP, MySQL, and other similar languages. Ability to troubleshoot environment configuration issues. Understanding of Configuration Management principles and practices. Excellent documentation skills. Completion of a 4-year bachelor degree in Computer Science or a related technical field and/or 5 + yrs as a SCM (Software Configuration Management); or equivalent combination of education and experience. Perform software configuration management functions of software control, build, and release. Experience creating and working with detailed schedules and software production processes. Able to interact cordially with other employees to accomplish common tasks. Thorough working knowledge of experience working with large technically complex systems with a major responsibility for developing, revising, and controlling a product baseline. Strong understanding of the Software Development Life Cycle. Familiarity with software development practices and activities, including an understanding of software compile/translation functions, software component interrelationships, and the interactions between development, test, and production environments. Experience implementing CM tools and procedures for Multi-Platform, Client-Server Applications in consulting environments. Experience developing, maintaining, and/or otherwise customizing and coding software applications. Previous experience in administration of any version control, build control, or defect/change tracking systems.

 (2) Software Analyst/IA —

a.  Responsibilities: Review certification and accreditation (C&A) documentation to support the DITSCAP/DIACAP approval process within the Department of the Navy (DON). Provide notification to the C&A community of program issues according to established CA guidelines. Review and track C&A documentation provided by programs of record (FOR), centrally managed systems, Joint Programs and Systems, Legacy, site, Architecture and locally acquired programs to ensure that DITSCAP/DIACAP documentation complies with the provision of DoD 5200.40 (DITSCAP), DoD 8500 series IA policy directives and the DoD 8510.bb (DIACAP) instruction. Provide documentation security analysis and review; summarize required information in CA Endorsement Letters to support CA risk determination and IATO/ATO recommendations.

b.  Qualifications: BS or higher in a technical field related to Information Assurance or Computer Science OR a BA or higher in a managerial field related to Information Technology. Must possess extensive Information Technology background with experience and expertise in DoD IT efforts. Areas of expertise should include software/hardware configuration management for operation over a Secure and non-Secure Internet Protocol Network (SIPR/NIPR), Information Assurance, Microsoft applications and protocols, JavaScript, DOS applications, and DoD Information Assurance advancements and initiatives. A candidate with knowledge and familiarities in DoD contracting and Program Support requirements preferred, but not required. CISSP Certification and/or CNSS 4015
