All products (intellectual property) developed by the contractor at the direction of the Government under this contract, or developed using Government resources or information made available to the contractor under this contract, shall become the property of the Government. In this role, the successful candidate will be responsible for the following: a. The data mining engineer shall manipulate and analyze data collaboratively with analysts, investigators, and others to accomplish data mining projects, and develop and document new data mining capabilities to support AFOSI mission requirements. AFOSI currently uses these data mining tools: Clementine, MatLab, Starlight, AeroText, LexisNexis, iMapData, HD Map, Analyst’s Notebook, and InXight SmartDiscovery; with the expectation that additional tools will be adopted as developed/needed. Deliverables: Data Mining Products.
b. The data mining engineer shall work with underlying infrastructures such as Oracle databases, Microsoft applications and servers, Linux/UNIX command line tools, and etc.
c. The data mining engineer shall install, configure, maintain, and operate data mining and other applications on production systems.
d. The data mining engineer shall evaluate data mining project requirements and recommend the data, tools, methodology, and approach which presents the greatest probability of meeting the project’s objectives. Deliverables: Project Recommendation.
e. The data mining engineer shall develop new applications and/or integrate GOTS/COTS Data Mining solutions. The Contractor shall build prototype or finished solutions using scripting languages to integrate GOTS/COTS components, or use conventional programming languages to develop needed custom code. Deliverables: Prototype Solutions, and Custom Code, and Documentation. All products (intellectual property) developed by the contractor at the direction of the Government under this contract, or developed using Government resources or information made available to the contractor under this contract, shall become the property of the Government.
f. The data mining engineer shall detect data quality issues and use appropriate scripting/tools to remediate the identified issues.
g. The data mining engineer shall perform interactive data analysis using the available tool suite. This includes "drilling down" into the data to identify anomalous features that may be responsive to the data mining project’s objectives.
h. The data mining engineer shall produce data mining project result data as charts, graphs, tables, or other appropriate forms; and prepare written reports and notes documenting the work performed in accordance with AFOSI guidance. Deliverables: Data Mining Products.
i. The data mining engineer shall prepare and present briefings, training classes, and other oral presentations and coordinate with AFOSI units, and other federal, state, local and foreign agencies as needed to further the AFOSI mission. Deliverables: Briefings or Presentations.
Clearance: Contractor personnel must possess a current, favorably adjudicated Top Secret clearance and be DCID 6/4 eligible. Contractor may need to favorably pass a polygraph test.

Travel:
Estimate approximately four, five-day stateside trips per engineer per year. Desired Skills:
Five years relevant experience. Development of custom applications, particularly those that employ advanced data structures and algorithms. Track record of successfully exploiting large, dirty, real-world data sets, particularly for fraud, criminal and counterintelligence applications. Development or model-building expertise in two or more Data Mining techniques (e.g. Neural Nets, Rule Discovery, Decision Trees). Experience using or building data cleansing tools and appreciation of data quality issues. Knowledge of C or C++ in the UNIX environment, Perl, and Matlab. Experience developing client applications for MS Windows NT/2000/XP using (Visual C++ or ANSI C), SQL, Visual Basic, or any graphical user interface developmental environment. Working knowledge of Excel with formula and macro development. Skill in Perl or Awk scripting, or other comparable data manipulating scripting language. RDBMS application development for Sybase/Oracle/Informix. Experience utilizing one or more COTS data mining tools (e.g. Clementine, WizWhy, and SGI Mineset). Knowledge of intelligence oversight policies and regulations. Knowledge of one or more data cleansing tools (e.g. Vality, SSA). Experience with desktop publishing software using Microsoft Office software, including PowerPoint, Excel, Publisher, and Access using the Windows Operating Systems.
Desired Education / Certification / Background:
Bachelors Degree in Computer Science (or related engineering field with extensive software development experience). Masters or Doctorate Degrees preferred.
