Statewide Human Resources Consultant
The Virginia Department of Transportation (VDOT) is seeking an innovative, creative and experienced Human Resources professional to serve as an internal HR Consultant and advise leaders, managers, supervisors and employees on a full spectrum of HR programs, processes and practices. Responsibilities include, but are not limited to:
(1) Provide guidance on statewide HR programs to agency leaders, District / Central Office HR managers and HR staff members.
(2) Serve as the subject-matter expert in multiple HR functional areas.
(3) Conduct research on best practices in the various functional areas within HR.
(4) Lead project teams in evaluating, developing and implementing innovative HR programs.
(5) Provide consultative advise to districts and divisions in establishing and achieving goals and strategies through the application of sound HR programs.
(6) Serve as a HR functional expert on agency-wide change management initiatives.
(7) Provide subject-matter expertise in the redesign and enhancement of multiple HR work processes including an increased focus on solutions that promote effective manager and employee self-service approaches.
(8) Serves as the VDOT liaison to external state agencies and third-party service providers on developing new programs and resolving complex issues.
Initial assignment will be to fulfill the role of Agency Employee Programs Coordinator which includes employee recognition programs, Service Awards, Commissioner’s Awards, Governor’s Awards, Commonwealth Employee Suggestion Program, and support for the Commonwealth of Virginia Campaign. This position will have responsibility for the development and monitoring of the statewide Employee Programs budget. Additional initial assignments will include statewide program oversight for the Commuter Incentive Program and VDOT Telecommuting Program. Will also provide back-up support on issues related to benefits, leave, and return-to-work / transitional work assignments. Additional and/or changes in work assignments and responsibilities across various HR functional areas in support of agency goals and objectives is expected.
MINIMUM QUALIFICATIONS:
(1) Detailed technical knowledge / experience across multiple core functional areas within Human Resources, including but not limited to compensation, classification, recruitment and selection, benefits programs, and employee relations.
(2) Knowledge of HR management principles and practices and experience in providing consultation / guidance to internal customers.
(3) Experience program / project management.
(4) Experience in leading and/or coordinating project teams to meet established goals and deadlines.
(5) Demonstrated knowledge of federal and state HR laws / policies and the ability to interpret / apply in the workplace.
(6) Demonstrated ability in developing and implementing programs and interpreting existing policies.
(7) Demonstrated ability to communicate effectively, both verbally and in writing, with individuals and groups at all levels of an organization.
(8) Demonstrated to ability to collect and analyze information from multiple sources and develop effective solutions.
(9) Demonstrated ability in managing multiple projects, balancing work priorities to focus on the critical tasks and to use work time effectively and efficiently.
(10) Proficient in using computer software packages such as MS Word, MS Excel and MS Access.
PREFERRED QUALIFICATIONS:
1) Bachelors degree from an accredited college or university in HR Management, Business, Public Administration or a related area. Masters degree in HR Management, Oganization Development, Business with HR emphasis, or Public Administration is strongly desired.
(2) Significant experience in an HR generalist role with demonstrated experience working across multiple HR functional areas and experience leading multi-function HR teams.
(3) Experience in designing and implementing employee recognition programs.
(4) A combination of training and experience may be considered in lieu of education.
(5) SPHR/PHR and/or CCP certification is desired.
(6) Experience working in, providing policy / program guidance and overseeing HR programs in a geographically diverse, decentralized, matrixed organization.
(7) Knowledge of business operations and economic / labor market trends and understanding of how these will impact current and future HR practices and business needs.
(8) Demonstrated ability to complete assignments, goals and objectives within the established expecations for time and quality.
(9) Ability to work in a dynamic environment with multiple and shifting priorities.
(10) Demonstrated effective use of consultation skills in problem-solving and providing advice to managers.
(11) Demonstrated ability to proactively engage customers in assessing current work processes, policies, procedures and practices.
(12) Ability to assess, understand and meet internal and external customer needs.
(13) Demonstrated ability to collaborate with peers on projects and to engage and motivate a team of experienced employees in achieving organization goals and objectives.
Must be willing to engage in occasional in-state travel, both overnight and multiple days, in support of agency business needs.
This position may be telecommuting eligible from an alternative VDOT work location in the Commonwealth of Virginia.
