The Logistics and Engineering Solutions Business Unit has an immediate opening for a Subcontracts Administrator (SCA) to support our Engineering and Logistics Solutions Operation with locations in Warner Robins GA, Oklahoma City OK, Layton UT, San Antonio TX, and San Diego CA. The preference is that this position will work out of the Warner Robins, GA office or the Oklahoma City, OK office but will consider candidates at any of the Operation locations listed above. Our BU and this operation are rapidly growing and involved in many exciting and challenging business areas. The right candidate must be able to develop, negotiate and administer subcontracts and purchase orders of moderate dollar value, risk, and complexity, consistent with client requirements and procurement policies/procedures. The candidate must be able to create solicitations consistent with the complexity of the requirement. The candidate must possess the ability to analyze supplier proposals with respect to T’s & C’s, appropriate FAR clause flow-downs, proposed price/cost, schedule, and coordination of the technical response as it relates to the specifications/statement of work. The ability to represent the procurement profession as a member of a proposal and project team is critical to the success of this position. Regularly provide advice and counsel to business counterparts, specifically as it relates to risk identification and risk mitigation. The successful candidate will possess extensive familiarity with federal procurement policies and practices and have the ability to build and maintain a procurement file that demonstrates compliance with corporate requirements. Regularly interacts with suppliers, internal customers, and executive management regarding highly complex requirements and issue resolution. Typically places or works on purchase orders and subcontracts in the $50-$500k range with some work that is over $1M. The ability to work independently with minimal oversight and maintain a high level of customer satisfaction while managing multiple high-level priorities is essential. Required Education & Skills: Bachelor’s Degree in Business Administration or related field, with an emphasis in procurement or material management, or a minimum of 8 years of specific procurement or federal contracts administration experience. Knowledge of business principles such as purchasing, materials logistics management, business and contract law, finance and accounting. An appreciation for risk identification and risk mitigation is critical. Knowledge of how to use and comply with Federal Acquisition Regulations is required. Negotiation skills and experience are important requirements. Ability to work in a team environment. An understanding of how to effectively use different contract types. Desired Skills: Ability to work in a fast paced environment, while contributing value to our internal customers. Professional verbal and written communication skills. Proficient in word processing, electronic spreadsheet, data systems, and analysis techniques. Familiarity with subcontract close-out is desirable. Experience in managing fixed price subcontracts is desirable. The preferred candidate will be a confident and capable individual with good problem identification and resolution skills. The ability to manage multiple and often competing priorities and following items to closure will be important traits of the successful candidate. A proven track record of understanding and working to deadlines and schedules. Applied knowledge of business principles and analysis techniques such as price volume matrix, quote/proposal analysis, spreadsheet analysis, business scenarios, etc. Position typically requires 8 or more years experience in procurement/contract administration and related functions with particular emphasis on negotiation and contract administration. SAP (procurement) experience and familiarity with SAIC Procurement policy and procedures is desirable.
