The C4IT Business Unit currently has an opening for a Project Manager. This position presents an opportunity to work with exciting J2EE/SOA technology on a team that is transforming the Navy and its affiliated organizations to be the lead experts in delivering quality geospatial and weather data to high-profile communities of interest. The FNMOC team is traditionally on the cutting edge, and they will be the first operational facility to implement the SOA technology necessary to deliver crucial data directly to the Warfighter, ultimately providing complete situational awareness. JOB DESCRIPTION: Scope: This position is in support of Fleet Numerical Meteorology Oceanography Center's (FNMOC's) Data Team in integrating a flagship service-oriented architecture. Responsible for managing the implementation of the Service Oriented Architecture Web Services & Infrastructure tasks. Manages many tasks or functions of the projects assigned by the program manager. Plans, coordinates and manages the actions taken by the team to execute project requirements. Must provide proactive leadership and direction of personnel performing complex tasks. Plans, implements and maintains project organization structure. Evaluates effectiveness of project organization, and makes changes when needed. Interacts frequently with senior management and customers. Directs personnel and assigns increased responsibilities as appropriate. Responsible for the delivery of project artifacts as well as supporting documentation for design reviews and briefings. Assigns and tracks other key project deliverables, from documentation to training to source code. Lead and participate in formal and informal reviews, including System Requirements Review, Design Reviews, and Test Readiness Reviews. REQUIRED EDUCATION/SKILLS: Bachelor's degree or higher. Qualified candidates must have a minimum of 2+ years of experience working as a software project/program manager in industry or government. Familiarity with software and web technologies, either through direct development experience or in a software project management capacity. Must have ability to obtain a Secret Clearance. DESIRED SKILLS: Experience implementing a service-oriented architecture within an organization. Software development experience, such as JSP, Java, Servlets or ASP, .NET, C#; or JavaScript. Acquisition experience or DAWIA certification. CMMI certification.
