SUMMARY/GENERAL DESCRIPTION OF JOB:
Our customer is an Army Materiel Developer with products of extreme technical complexity, challenging acquisition schedules, and significant technological advances. Our client interfaces with all DOD services, a vast array of Test and Evaluation (T&E) agencies, and nearly all of the other Army PEOs.
The Test Coordinator will support the TT&E Officer in management of the T&E program for various systems being developed and deployed. Individual will be a T&E subject matter expert who will assist in the planning, monitoring, and managing of the T&E for prototype, new, fielded, or modified systems in support of all product lines within our client’s acquisition program. Position will require extensive travel.
ESSENTIAL DUTIES & JOB FUNCTIONS:
The Test Coordinator will support and assist the TT&E Officer with services which include, but not limited to, the following:
· Serve as technical advisor in the planning, coordinating, and appraising of Test and Evaluation efforts within the program.
· Assist the TT&E Officer in the management of cost, schedule, and performance of the T&E program.
· Provide recommendations for the overall management, planning, and coordination of Developmental Tests (DT), pre-Operational Test Training and Operational Tests (OT).
· Assemble and advise on Test and Evaluation Master Plan (TEMP) for each product line.
· Assemble and advise on Requirements Traceability Verification Matrix and the Requirements/Test Crosswalk Matrix for each product line.
· Design and recommend support plans, coordination plans, logistics policies, and work appraisal plans for T&E programs.
· Determine and recommend courses of action to resolve problems which arise out of the T&E program operations.
· Identify available resources and staffing in support of testing.
· Advise the T&E Officer and/or the Assistant Product Managers with the chairing of the various Test Integrated Product Teams (IPT).
· Serve as a member of the Test IPT for each product line.
· Assist TT&E Officer in planning test related meetings, preparing agenda, and coordinating schedules with participants.
· Attend Test Readiness Reviews and provide support in documenting minutes and action items.
· Develop and maintain a Test and Evaluation action item tracking system.
· Attend demonstrations, training events, and testing events. Provide trip reports when requested.
· Coordinate schedules of available test ranges, testers, and evaluators to work with individual product design teams.
· Monitor the status of the supporting test agencies’ staffing, billing, and performance trends.
· Assemble and advise on T&E support requirement documents (test site range and personnel requests, approval requests, etc.).
· Review and provide recommendations on test agency’s support agreement documents and T&E execution plans.
· Assemble Test and Evaluation related documentation as needed for analysis by outside agencies.
· Identify, research, and recommend test site locations in support of our customer’s Test and Evaluation efforts. Interface with test site personnel to establish and maintain Test and Evaluation coordination efforts. Participate in test site surveys and provide technical reports and recommendations, particularly concentrating on logistics feasibility, test site policies, technical capabilities, and funding requirements.
· Assist in the development of long-term forecasted Test and Evaluation planning and scheduling for the program.
· Provide direct and indirect liaison between our customer and all Test and Evaluation agencies.
JOB REQUIREMENTS (Education, Experience, & Professional Association):Mandatory –
· Active Department of Defense TS/SCI security clearance.
· Bachelor of Science degree and with a minimum of two (2) years Test and Evaluation experience within a DoD Acquisition environment. Four (4) years Test and Evaluation experience may be substituted for a bachelor’s degree.
· Familiarity with the T&E policies, directives, regulations and instructions as outlined in DoD Directive 5000.1, DoD Instruction 5000.2, Defense Acquisition Guidebook chapter 9, Army T&E Regulation 73-1 and Army T&E Pamphlet 73-1.
Preferred –
· Test and Evaluation experience within an Army Program Office.
· Level II DAWIA certified in Test and Evaluation.
