ADMINISTRATIVE SERVICES SUPERVISOR - Grants

$25.15 - $32.78 hourly $4,359.09 - $5,681.21 monthly $52,309.09 - $68,174.50 annually The District Attorney's Office has an immediate opening for an Administative Services Supervisor for their Grant Unit. Grant Experience is required to be considered for this position. Under direction, the incumbent will supervise and conduct complex and difficult research and analytical studies involving the operations and programs of the department served; to make recommendations for the development, implementation, and improvement of departmental operations, services, and programs; and to do other work as required. The Administrative Services Supervisor class provides first level supervision in departments whose individual areas of administrative activities require administrative consolidation and efficiency. This class provides supervision to professional support staff such as Administrative Services Analysts and Administrative Services Assistants as well as clerical and fiscal clerical support staff; however, analytical problem solving is the primary component of this class. This class is characterized by the responsibility for projecting, justifying, recommending, and implementing solutions to a variety of complex problems relative to operational and programmatic activities such as budget and staffing projections. The Administrative Services Supervisor class is distinguished from the Administrative Services Officer class by the latter's responsibility for planning, organizing and managing administrative services in departments requiring a full-time stand alone administrative division in order to complete its mission. Examples Of Duties: * Researches, identifies and collects information on grants; supervises, and conducts studies of administrative and operational activities including fiscal operations, budget preparation control, equipment usage, and staffing. * Coordinates the preparation of a division or unit budget; analyzes need for budget items requested to determine whether or not items are justifiable, based on program objectives and priorities; makes recommendations for the transfer of funds; reviews financial data on an on-going basis to ensure conformance with established guidelines. * Grant management and grant writing; recommends and establishes contract forms and procedures; monitors adherence to contract terms; may research availability and applicability of grant funding. * Develops and recommends policies and procedures; develops written procedures to clarify or describe standard practices; coordinates the publication and dissemination of procedures. * Reviews present and pending legislation to determine effect on departmental operations and programs; participates in various meetings and presents and/or gathers data to assist management with making administrative and operational decisions. * Directs, trains, assigns, and evaluates subordinate clerical and technical personnel in the performance of a variety of professional, administrative, and clerical support tasks. Typical Qualifications: Education: Graduation from an accredited college or university with a Bachelor's degree preferably with a major in accounting, business or public administration, finance or a closely related field. (Additional qualifying experience may be substituted for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.) AND Minimum Experience: Two years of experience which must have included at least one year experience providing technical supervision to staff performing: Research and analysis of facts and statistics in order to evaluate program effectiveness and recommend program revisions; coordination and conduct of studies of administrative and operational activities including fiscal operations, budget preparation and control, equipment usage, staffing patterns, and/or work flow and space utilization; maintenance and control of fiscal functions and systems in a department, division, unit, or company; or the preparation, and verification a variety of accounting, statistical, and narrative reports or contract monitoring and administration. Some of this experience must have been related to Grants. The most desirable candidates will have substantial experience with Grants and the Grant writing process.Desirable Experience: PeopleSoft Financials, Excel, and Word. Knowledge of: The principles and practices of public and/or business administration; principles and practices of organizational analysis, fiscal management, budget preparation and control and contract monitoring and personnel management; principles and practices of supervision. Ability to: Analyze administrative problems, reach practical and logical conclusions, and put effective solutions into practice; develop cooperative working relationships; plan, organize, train, supervise and evaluate the work of others; prepare clear and concise reports.
