DEPUTY DIRECTOR OF TRANSPORTATION

The successful candidate will assist in the planning, administration and operation of the Transportation Department. The incumbent will assign and direct, through subordinate supervisors, the work of various functional divisions; to act for the department head in absences or as directed; and to do other work as required. The successful candidate reports to the County Director of Transportation and has management responsibility for major divisions within the department (170 FTE's). This includes oversight of the capital projects, construction, environmental, development review, traffic engineering, funding program, and Desert Office Division, representing an annual operating budget of approximately $20 million and a delivery of a $1.4 billion 7-year capital program. While the broad outlines of policy are established by the County Director of Transportation, the application and adaptation of such policies to specific problems and situations are determined by the incumbents of this class. THE IDEAL CANDIDATE: The ideal candidate will possess an extensive professional knowledge of the principles and practices of engineering, construction, maintenance, and public works administration and operations. The successful candidate will be a proven leader, collaborative, and bring a performance-based approach to management. Strong verbal and written communication skills and the ability to work through issues with others on a collaborative basis are key ingredients for success in this position. Click here to view the position brochure. Examples Of Duties: Assists in the planning, direction, and coordination of the Transportation Department. Directs and coordinates the work of subordinate division heads; discusses problems, reviews suggested designs, advises subordinate personnel on policy matters, and check and approves final plans, estimates, and specifications for submission to the County Director of Transportation. Directs the work of planning and design engineers on major projects; prepares detailed and comprehensive reports and studies under the direction of the County Director of Transportation. Assists in the preparation of the departmental budget. Meets with federal, State, and local agencies to insure effective cooperation on matters pertaining to county road construction and maintenance activities. Represents the department with the Board of Supervisors, the public and community groups, the development community, and other County departments at public meetings, conferences, or other scheduled events; prepares correspondence and reports. Acts as department head in absences or as assigned.Leadership Competencies:Beyond work experience, qualified candidates are expected to display the core knowledge, skills, and abilities essential to success as the Deputy Director for Transportation. Education: Graduation from an accredited college with a Bachelor's degree in Civil Engineering, Planning, Transportation Planning, Public Administration, Urban Geography, Architecture, or closely related field. License: Possession of a valid Certificate of Registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers. Possession of a valid California Driver's License. Knowledge of: The administrative, legal, and technical phases of modern highway engineering including field and geodetic surveying, planning, design, construction, solid waste disposal, operations, bridges, traffic, materials testing, safety, and other phases of a public works program; federal and State standards and requirements relating to road systems under grant-in-aid programs; the principles of organization and administration. Ability to: Plan, direct, and coordinate the activities of a large professional engineering staff engaged in a wide variety of technical and administrative engineering projects; direct the preparation of specifications, reports, and budget estimations; analyze situations accurately and adopt effective courses of action; establish and maintain cooperative relationships with those contacted in the course of work.
