TITLE: DIRECTOR OF RESIDENTIAL & OUTPATIENT PROGRAMS
REPORTS TO: CHIEF EXECUTIVE OFFICER

For more than 40 years Argus Community, Inc. has successfully brought-together and developed outstanding people, resources, and programs in the pursuit of an ambitious mission: To provide on-going and continuously improved methods of substance abuse, health, and mental treatments and preventions that restore the lives of the many underserved New York City-area families, men, women, and adolescents who come through our doors each year.
Primary Functions: Assists the Chief Executive Officer by ensuring that the OASAS/HUD-funded residential facilities (100+ beds) and OMH-licensed outpatient programs (60+ slots) continuously maintain census, staffing, licensure requirements, service documentation and billing submissions, government and grant reporting, as well as a high level of quality care. The incumbent will also ensure continuing and positive community relations by representing Argus Community, Inc. at various Bronx Community Board meetings and events.
Specific Responsibilities:
Ensure compliance with residential and outpatient programs’ contractual obligations, licensing regulations, and certification requirements. Ensure continuing and positive community relations by actively engaging and cooperatively working with various Bronx Community Board members in efforts to expand Argus’ residential and outpatient services. Develop the annual residential and outpatient budgets and continuously track the budgets in order to maintain the financial viability of service delivery. Ensure that residents and outpatient clients receive required behavioral and health interventions, and social, economic, vocational, and housing services in a timely, efficient, and cost-effective manner. Chair the following residential and outpatient programs’ meetings: client feedback, staff development and training, service/treatment progress teams, quality improvement, incident review. Ensure a safe, secure, clean, and therapeutic environment-of-care in the residential and outpatient settings. Recommend staff hiring and promotions, disciplinary actions Plan and implement staff development groups, activities, and programs Ensure the development and implementation of required resident and outpatient client group interventions Ensure that behavioral, medical, nursing, and dietary & kitchen services are scheduled and delivered according to written protocols Ensure that all service delivery is documented according to Federal and NYS regulations and guidelines and that appropriate documentation is developed and forwarded on a timely basis to Argus Fiscal Department staff and/or the required government payers (Medicaid, Medicare, HUD, HRA, OASAS, etc.)
Qualifications:
To successfully perform the job of Director of Residential & Outpatient Programs an individual must be able to perform each essential duty satisfactorily. The qualifications listed below are representative of the knowledge, skill and/or ability required. Must be a Qualified Health Care Professional (QHCP) or equivalent with at least 6 years experience in a residential and outpatient substance abuse/mental health setting during which the main job focus involved directing service delivery. (A Masters level degree in a social service or clinical field may substitute for 2 years experience.) Must have thorough knowledge of local social services and Community Boards, as well as NYS OASAS and OMH regulations as applied to Residential and Outpatient programs. Must be able to relate effectively and work cooperatively with government contract managers and evaluators, and regulatory compliance specialists at licensing/certification agencies. Must have proven supervisory and administrative skills, leadership qualities, be a team player with the ability to inspire, train, supervise, and direct a large and diverse staff. Must be a self-starter, capable of handling routine and crisis situations with decisiveness and discretion. Must have excellent written, verbal, organizational skills, and extensive experience with spreadsheets, word-processing, and email.
