Data Analyst, FEP Analytics Support

The Data Analyst will provide technical solutions for business requirements gathering, business data analysis, source-to-target data mapping and user acceptance testing of new, migrated or updated business intelligence repositories, applications, and reports in support of FEP and BCBSA informatics initiatives, functioning as both a business and technical subject matter expert. Supports BCBSA and Plan-based business and technical staff and technical vendors in the development, implementation, user acceptance testing and maintenance of business intelligence technical infrastructures.
Required basic qualifications include:
Bachelor’s degree in information systems or related field, or equivalent experienceMinimum of five years related experience in business and technical needs analysis
Preferred basic qualifications include:
Graduate degree in information technology or related field, or equivalent experienceGeneral knowledge of applications development processes, knowledge of business requirements gathering, business data analysis and source-to-target data mappingAbility to translate business needs into technical solutions and develop appropriate supporting technical requirements statements Ability to build consensus for business results in a decentralized decision-making structure, relying on process management, team leadership, and conflict management skills General knowledge of both the health insurance industry and of current business intelligence conceptsGeneral knowledge of FEHBP, its core processes and the data required to drive those processesProject management skills for executing projects under tight deadlines involving multiple stakeholdersExcellent interpersonal skills and effective written and oral communication skills with various audience levelsAdvanced computer skills, including knowledge of SAS, SQL, Brio and/or MCSourceStrong PC skills with experience using database programs, spreadsheets and word processing, including all components of MS Office, particularly MS Excel and MS AccessAdvanced time and resource management skillsDemonstrated flexibility, diplomacy and problem solving skillsSuperior technical writing skillsCertified Business Intelligence Professional (CBIP) certification; Project Management Professional (PMP) certification, MastersCertificate in Project Management or Business Analysis and/or Academy for Healthcare Management (AHM) certification
