Manage and direct the COBRA/DB – platform department.  Ensure accurate and timely attachment of established goals, objectives and overall team development.Responsibilities include managing all current related operations (including administration), analyzing current processes and making recommendations on enhancing those processes to improve customer service, cycle time and reduce labor content.  Performance standards must continually be monitored and improved to achieve customer requirements and performance guarantees. Additionally, the manager must: · Perform monthly reporting of performance and other metrics associated with department activity.· Record, report and achieve or exceed levels of customer performance guarantees.· Develop and update an annual plan projecting earned headcount based on seasonal business volume changes.  Make recommendations for hiring full-time, part-time or temporary employees as required and justified by earned headcount projections.  Hire and effectively manage the training of new operations personnel.· Evaluate system and make recommendation for strategic improvements to improve customer service and cycle times.· Understand relevant compliance regulations and direct efforts to comply with laws, statutes and regulations associated with the services provided by staff.· Manage department costs to achieve budget goals.  Analyze operations non-payroll costs and recommend and implement approved strategies to reduce costs.· Demonstrate creativity and innovation in making continuous improvements to operations.· Direct proactive account management activitiesIn-depth knowledge of COBRA and the related regulatory environment. Familiarity with compliance and reporting requirements for government regulations, including ERISA, FMLA, COBRA and HIPPA.  Must possess excellent oral and written communication skills, including excellent interpersonal and consultative skills.  Must be able to make presentations and teach in front of large and small groups.  Must have judgment sufficient enough to handle and resolve complex benefit issues and be able to interface well with people at all levels with the organization. Must retain the ability to work under tight time constraints to accomplish assignments and projects.  Must possess strong analytical and interpretative skills.  Proven ability to research, interpret and communicate verbally and in writing with intended audiences.  Overall confidentiality, professionalism and dependability are core required attributes.  Proficiency in MS Office with a heavy concentration on Word and Excel. Must have a minimum of 5 years experience in leadership, management technique in a healthcare customer service environment.  Share Point experience a plus! Travel required with minimal notice.College Degree in Human Resources, business, or related field preferred.
