WORK DAYS:  Monday - Friday  WORK HOURS:  0800-1700Salem Hospital’s regional medical center, established in 1896, is located in the heart of downtown Salem, Oregon and is the only medical center of its size in a 50 mile radius. Our Hospital is one of the largest of Oregon's 57 acute care hospitals, and we are the city's largest private employer, with approximately 3,500 full and part-time employees. We are a not-for-profit hospital, licensed for 454 acute care beds, with an operating budget of $387 million, and are guided by a 15-member volunteer Board of Trustees.  Our large, expanding campus allows Salem Hospital to offer a wide range of the latest medical technologies and services in and around Oregon’s Willamette Valley.  Construction of a new patient care tower, which is currently in progress, is expected to be completed by January 2009.   Salem Hospital is on the move…and one of our most important strategies is transforming our clinical information systems to an integrated and efficient foundation from which to deliver excellent patient care. Our leadership is partnering with clinical and technical areas of the Hospital to improve clinical systems, data management, and electronic communications systems.  Join our Health Information Management (HIM) Department as we launch many initiatives toward achieving technical excellence! We are seeking a dynamic, experienced, team-oriented, and quality focused professional to assume the role of Director of HIM.  This position reports directly to the Sr. VP Operations Chief Financial Officer.   The primary responsibility and focus of the director is to provide direct, ongoing leadership and oversight to the HIM Department.  The Director leads the HIM Management team in the planning, organization and delivery of high quality services as custodian of the organization’s legal health record in a manner that meets accreditation standards and supports the organizational policies and procedures. General responsibilities include: Responsible for the overall management of the HIM department operations including coding, documentation and record keeping, record processing, record retention, transcription and release of information. Provide strategic direction to the department which aligns with and supports the mission, vision, and values of the organization particularly as the organization moves from a paper based medical record to an electronic hybrid environment. Provide support and leadership to the HIM staff and management team including the technical and operational needs of each section that fosters an environment of teamwork, open communication, adaptability, quality, and excellent customer service. Establish and maintain effective workflow processes that provide timely access to the legal health record and contribute to excellence in service and other outcomes associated with the department’s purpose. Develops, maintains and monitors measurements of key Health Information management indicators such as chart completion, unbilled accounts, timely dictation, and staff productivity, taking appropriate corrective actions as indicated. Work in collaboration with the Medical Staff Office, and medical providers to ensure the timely completion of medical records to support patient safety, continuity of patient care, coding, billing, and regulatory compliance. Promote staff engagement through open and transparent communication, education, timely and frequent feedback, and collaborative decision making. Prepare annual department budget (operations and capital) and monitor performance against approved budget.  Develop corrective action where appropriate.  Initiate activities to enhance revenues and support cost reduction and containment activities. Develop, implement, and evaluate policies and standards to ensure compliance with all regulatory agencies including JCAHO, State of Oregon, CMS, HIPAA, etc.  Ensure adherence to accreditation standards, documentation requirements, and legal statutes. Provide oversight and participation in the development of policies related to the legal health record, confidentiality, information security, and record storage and retention. Resolves patient satisfaction concerns in a timely manner, assuring they have been thoroughly addressed and appropriate action taken.Required Knowledge and Skills: Customer Service focus. Leadership skills to establish a vision supported by department, motivate efficient and effective performance, collaboratively problem solve up, down, and across the organization. Ability to comprehend, analyze and resolve problems with respect to collecting, securing, and sharing health information. Comprehensive understanding of interdependencies between health information management and other hospital operating units. Clear effective communication skills. Knowledge of the principles of health information, standard procedures and systems, laws related to these areas of responsibility including accreditation, state and federal requirements that relate to medical records, health information management credentialing, improving organizational performance. Knowledge of healthcare industry, and appropriate measures of quality and success for the HIM department. Working knowledge of JCAHO standards and CMS regulations as it pertains to health information and medical staff functions. Ability to work independently and to exercise sound judgment. Ability to use tact and diplomacy in order to maintain effective working relationships within the department and across department lines. Craft and deliver presentations to both small and large groups. Knowledge of Microsoft Office products in a Windows environment. Experience with electronic health record software and systems. Self disciplined leader that can manage multiple priorities.Required Education and Experience: Bachelor of Science in Health Information Administration, Medical Record Administration, or Healthcare Administration. Current Registered Health Information Management Administrator (RHIA). Minimum of five (5) years of HIM management experience.
