EHR Senior Technical Analyst - Environments
The Senior Technical Analyst is responsible for performing highly skilled technical analysis, design, support, implementation, and project management for technology related activities may include OS Administration, Telecomunications/DeskTop Projects, Interface Development, Database Development, Application, and/or web-related projects. Responsibilities include implementing, and supporting the technical solutions for the project, as well as working with Affiliates and Product team members to define business and user data requirements and participating in defining the technical solutions for the project. In addition, the Analyst is responsible for providing detailed specifications, data mapping, testing assistance and issue resolution. Additionally, the Senior Technical Analyst is responsible for the technical analysis and evaluation, implementation, and support of product upgrades and requested changes for existing interfaces, databases, applications, systems, and/or technical related projects. The Senior Technical Analyst ensures that all specifications are developed according to established standards and procedures, in a timely manner adhering to project management/control plans. As needed, the Senior Technical Analyst will assert their leadership role to the Technical Analysts I and II in order to provide technical and functional work direction and training. The Senior Technical Analyst works closely with other IT department and affiliate groups and acts as a key resource in analyzing new technologies and products to determine their feasibility and usability in fulfilling user or business requirements; provides necessary technical support for planning, requirements gathering, oversight, and coordination of AIX Server Environments as well as Web Environments; assists with defining and implementing the appropriate solutions to a transforming and changing IT Environments Infrastructure; manages, coordinates and track service requests; plans, facilitates and participates in working sessions with subject-matter experts from various IT and Health Related departments, including different level of Managers; communicates and collaborates with all member of the Electronic Health Records project (EHR) user community, in particular with Security and Systems departments. Key to Sutter's business plan, the role of Sutter Health Information Technology is to make electronic data and communications available to Sutter Health employees, providers and patients to support the health and well-being of the community, enhance patient care and safety, and improve business processes and performance. Information Technology's (IT) key approaches to meet these needs consists of the Applications, Telecommunications, Project Management, Web, and Technology. We continue to review IT optimization across our affiliates, regions and entire enterprise. · Education:A Bachelor’s Degree in Information Management, Computer Science, Healthcare Administration, Business, the specialized Application, or related field is required. For applicants with degrees not related to Computer Science, significant specialized course work or experience in software development is required. The equivalent combination of education, training, application/hardware support, hardware/software installation projects, and hospital/clinic operation experience may be substituted. Postgraduate degree or certification is preferred. · Experience:Five to seven years (5-7) experience in managing, analyzing, implementing, and supporting applications, interfaces, databases and/or web related projects is required. Experience analyzing and supporting complex projects is required. Prior experience in the Health Industry in particular with Patient Care as well as a familiarity with Business Process Analysis is preferred. Prior experience in Software Development and working knowledge of the SDLC life cycle is required. Prior experience in Release Management process and Configuration Management Tools is required. Experience in developing data standards to support reporting and analysis is desired. Extensive, detailed analysis skills in a technical environment are required, as is experience in at least two of the following areas:· Implementation and support of health systems software and mid-range utilities such as SMS/MS4, IBM query, SQL, DFU, MS/4, Lawson, Sunquest, Neon, Informatica, Seagate Info.· Communication protocols and standard messaging structures (HL7, XML, ANSI X.12, TCP/IP, ODBC); · Database concepts and databases (e.g. Mumps, Informix, Oracle, MS SQL, Sybase, FoxPro, Postgres, Access), reporting applications (Crystal Reports, Query), reporting tools (Crystal Info Server 6.0 and IBM 400 Query), and logical and physical data models.· Operating systems (AIX UNIX, NT, AS 400, IBM RISC 6000).· Web design, web application/data integration, and methodology. Hospital and/or other health care application experience preferred. Experience working on implementation teams for complex projects requiring coordination of resource, budget development, and project planning is required. Must have proven success in communicating with multiple levels of an organization. Extensive problem determination and resolution experience is required. Previous project management or direct supervisory experience is preferred. Experience with developing methodologies for analysis, development, implementation, and testing is required. · Knowledge:Significant knowledge and understanding of information technology concepts and technologies is required, as is a strong knowledge of computer systems hardware and software, data structures, data models, entity relationship models and database design object-oriented analysis, design, protocols, and methodologies. Knowledge of health care operations and structure, department-specific policies and procedures and workflows, general requirements in an integrated delivery system, and use of information systems applications in the practicing health care environment is preferred. Strong understanding of data structures and database transaction/analytical/relational database models is preferred. Significant knowledge in data warehouse and decision support strategies is preferred. Knowledge of current technology and how it is best utilized in designing systems and implementing applications is desired. If applicable, must be knowledgeable in concepts of data standardization, data dictionaries, and data administration. · Special Skills/Equipment:Must be ablet to write and edit a range of Technical documentation. Must be ablet to develop IT related Service Level Agreements (familiarity at least). Must be able to quickly understand and analyze the applications, business, and technical functions of the Sutter organization. Must be able to write design specifications for software modifications, create process flow diagrams, and manage project tasks to the project plan. Must have the ability to serve as the liaison and negotiator for datelines and work assignments. Must be able to organize meetings, document meeting minutes and distribute documentation to stakeholders. Must be able to create effective flowcharts, data flow diagrams and entity relationship diagrams. Must be able to be involved in multiple projects at the same time. Must have good time management and organization skills, be able to prioritize multiple activities and objectives in a rapidly changing environment, and deliver quality service. Must be able to work closely with health care application users, vendors, and technical professionals, building teams when necessary. Must be committed to providing exceptional customer service and responding to user needs in a prompt, courteous manner. Must possess excellent written and verbal communication skills. Must have demonstrated success in the techniques and communication skills needed to successfully support software analysis and development. Interacts with internal and affiliate staff in a professional, effective manner. Must be able to convey complex technical concepts and user needs to “lay” individuals, as well as communicate technical issues and solutions in business terms. Must have a high commitment to detail and accuracy. Must have the ability to work independently and as part of a team. Must be able to manage and support multiple team members and their own assigned projects. Must be able to act as a team leader when necessary. Must have ability to facilitate administrative and cross-functional teams to ensure successful development of solutions. Must have a positive attitude and be willing to learn new skills. Must possess the ability to maintain a high level of energy and creativity. Must be able to use project management and other professional software tools.· Physical Requirements:Office environment. Occasional travel and the ability to adapt to flexible work hours. Will be required to be on call and carry a personal pager 24 hours per day seven days per week for periods of time. Weekend work may be required.
