EMERGENCY CARE CENTER NURSE MANAGER

Job Summary:

The Emergency Nurse Manager coordinates the management of nursing care within the Emergency Department in accordance with approved Nursing Standards, EMTALA and Hospital Policies and Procedures. She/he provides for safe, effective, and appropriate patient care in a cost-effective manner.

Duties:

* CLINICAL EXPERTISE/ROLE MODEL: Functions as role model in Emergency Nursing. Demonstrates competency in clinical judgment, selected technical skills and appropriate knowledge base, provides clinical direction to staff and evaluates the level of care provided by the unit nursing staff.

* NURSING PROCESS: Demonstrates clinical expertise in implementation of the nursing process and directs staff in its application.

* SAFETY/LEGAL: Demonstrates adherence to safety and legal requirements established at the Hospital and Department level.

* BUDGET: Participates in budgetary planning, implementation and maintenance of unit budget.

* COMMITTEE WORK/MEETINGS: Participates actively in relevant committees at Hospital and Department level. Conducts meetings with own staff for the purpose of communication, problem solving and education. Chair of Disaster Committee and responsible for Emergency Management at Alameda Hospital. Member of CEP and Critical Care Committees.

* POLICY: Develops, recommends and maintains nursing service policies in the area of EMS, EMTALA and other emergency policies and procedures. Assists in developing and maintaining the policies of the Nursing Department and the Hospital.

* STANDARDS: Participates in the development of job descriptions and in the writing of performance standards for employees in the emergency area. Develops standards directed at defining emergency function, staff performance, and patient care activities.

* ACCREDITATION: Participates in JCAHO and DHS accreditation process.

* QUALITY ASSESSMENT: Oversees the planning and implementation of quality assessment activities. Inputs data in Med Marx and monitors and maintains notification forms.

* APPRAISAL: Evaluates probation and annual performance. Counsels nursing employees through progressive discipline as necessary.

* HIRING: Participates in the interview, selection, recruitment, and hiring process of nursing employees in emergency area and directs effort at retention by maintaining staff and minimizing staff turnover.

* STAFF DEVELOPMENT: Collaborates with planning and participates in the clinical and leadership development of employees in emergency area; maintains accurate records; and evaluates effectiveness of activities.

* STAFFING: Prepares time schedules for unit in accordance with the department's staffing pattern ratios and the availability of personnel. Adjusts the schedules as needed with close communication with the staffing coordinator.

* SELF GROWTH: Demonstrates awareness of self learning needs and seeks ways to meet these in order to maintain current competency and respond to new clinical and management demands.

* COMMUNICATION: Develops and maintains effective communication mechanisms on the unit with staff, physicians, patients and families, and between the unit and other departments.

* WORKING RELATIONS: Develops and maintains effective working relationships with staff and all members of the health team.

* LEADERSHIP: Demonstrates effective leadership skills, including delegation, organization, and coordination of the unit; delegates these responsibilities to designated staff as appropriate.

* PROBLEM SOLVING: Identifies problems, seeks out relevant data and demonstrates problem solving skills.

* COMPUTER SKILLS: Able to perform basic word processing, Internet searches, Excel, and programs specific to the Emergency Room.

Skills/Qualifications:

Graduate of an accredited school of nursing preferred. Current licensure to practice as a R.N. in the State of California required. Bachelor of Science in Nursing preferred. BLS Health Care Provider certified. ACLS certified. PALS certified. CEN (Certified Emergency Nurse) preferred. Minimum of five years progressive nursing experience in an acute care hospital, two years involving emergency nursing. Two years previous managerial experience preferred. Computer proficiency. Knowledge of current trends and techniques in emergency nursing. Knowledge of JCAHO, EMS. EMTALA, and Emergency Management. Member and participant of professional organizations. Demonstrates leadership and teaching ability. Physical and mental health sufficient to meet the demands of the position.
