Executive Director for Riverside County Community Health Centers
$40.61 - $63.79 hourly $7,038.58 - $11,056.21 monthly $84,462.98 - $132,674.46 annually THE POSITION Riverside County is seeking an individual who has a strong healthcare management background, and an understanding of the healthcare environment in California. The preferred candidate will be able to demonstrate executive level skills with a career path of successful management responsibilities, preferably in a Federally Qualified Health Center (FQHC) or FQHC Look-Alike environment and a record of successful community-based experience. The applicant must demonstrate the ability to work in a culturally-diverse setting. The mission of the Department of Public Health (DOPH) is to promote and protect the health of all County residents and visitors. The Department strives to accomplish this mission through State of California mandated services and programs and community based public health programs. The Executive Director reports to the Riverside County Community Health Center Board. There are thirteen members on the Board, of which a majority are users of the services at the County clinics, and are broadly representative of the population served. The Board meets all Federal requirements for FQHC Look-Alike status, and holds monthly meetings to monitor the performance of the clinics. The Executive Director is expected to monitor expenditures against the approved budget, assure the development and maintenance of revenue projections, as well as cost controls to maintain compliance with the budget. The Executive Director is expected to develop strategic goals for the clinics, and to seek out future business opportunities, including contracts with other third party payers to diversify revenue streams for the clinics and the county. The incumbent also serves simultaneously as a Deputy Director of the Department of Public Health, and is a member of the Senior Management Team of the Department. As a Deputy Director, this person (one of five Deputies who are subordinate to the Director of Public Health) is expected to participate fully in the management of the Department, which includes strategic planning, policy development, budget preparation, and operational monitoring and supervision. Click here to view brochure Examples Of Duties: The Executive Director, Riverside County Community Health Centers: * Plans, organizes, coordinates, monitors, reviews, and evaluates the activities and performance of assigned departments and programs to assure their effective and efficient operation * Selects, assigns and directs subordinate supervisors, and evaluates their performance; acts for the Director as assigned * Participates in program planning and preparation of the annual department budget and monitors expenditures against the budget * Interacts with members of the Board of Supervisors and their staff regarding community issues and problems, regulated facilities and constituent complaints; conducts public presentations at Board meetings, city council meetings, community and social interest groups * Develops and promotes effective working relationships with other County departments, local, regional, and State agencies and organizations involved in environmental health, public health, animal services, and administrative services to facilitate coordinated programs, to solve mutual problems and/or to exchange information * Investigates difficult or unusual environmental health, public health, or animal services issues or enforcement problems and resolves complaints or conflicts that arise from state and local laws and regulations, program policies, staff enforcement activities and public concern Typical Qualifications: Education: Graduation from an accredited college with a bachelor's degree in public health, health administration, business administration, public administration, social work, psychology, nursing or a closely related field including any internships for the degree. Master's degree is highly preferred. Experience: Five years of increasingly responsible senior level management experience in health services or human services agency. At least one year must have been as the head of a major program or division and which must have included responsibility both for directing the activities of subordinate managers and supervisors and for managing program budgeting, staffing and coordination with other health, medical care of human services.
