Applicants are considered for all positions without regard to race, color, religion, sex, national origin, age, veteran status, disability, sexual orientation, or any other characteristics protected by law.Job Responsibilities Provide IT Consulting, Strategy & Direction Setting, and Delivery of IT and IT Enabled Services for the Healthcare services area Shape the technology approach for emerging business needs that can achieve market commitments, as well as leverage IT investments based on the Technology Infrastructure & Roadmap to build robust, integrated and scalable solutions Drive the delivery of the multi-million dollar HealthCare Services Systems Portfolio from concept to delivery (12 ' 20 initiatives at any given time) Oversee the development of the Healthcare Services Systems Portfolio working in a highly matrix environment; Each initiative consists of at least of 6-10 team members, including Project Managers, Business Analysts, Architects, Vendors, Consultants, Testers, and Business Leads Manage a team of 35-50 resources across all initiatives in a matrix environment Ensure business needs and conflicting priorities are addressed through proactive liaison with business and IT leaders Recommend production support resource needs for post-implementation. Identify and recommend the most appropriate resources (vendors) for the program needs. Keep abreast of local, regional and national activity in the Healthcare arena and benchmark others activities where appropriate. Assist in the evaluation of new technologies and new technology vendors that support the mission and goals of Health Care Services and BCBSMA. Coordinate, motivate, and mentor project teams for delivery of projects through all phases of project implementation (System Development Life Cycle (SDLC)). Recommend specific staffing requirements for newly approved projects. Communicate project status and risks to project stakeholders on regular basis. Must have experience overseeing the development of large, complex projects in a technical environment A solid understanding of the application development process, including requirements gathering, design, development tools and technologies, quality assurance and deployment Strong leadership and interpersonal skills that include team-building, problem solving and problem resolution Must have experience working in a matrix environment leading teams that consist of architects. business analysts, vendors / programmers, project managers, and quality assurance Must have strong negotiation skills to manage resources in a highly matrix environment Builds key customer relationships, collaborates for team results, leads with integrity Leverages technology innovation opportunities, demonstrates sound operational discipline, judgment and decision making, negotiates for success Ability to influence, negotiate and effectively participate in cross-functional teams with vendors, customers, peers and subordinates Excellent written and oral communications skills A broad base of experience in many disciplines of information technology, including operating systems, systems management, development tools, application program interfaces (APIs), database management systems, development methodologies, transaction processing monitors, messaging software, security, directory services, and interoperability techniques and standards Knowledgeable in all phases of the Systems Development Lifecycle Willingness to mentor team members Must have strong technology background and familiarity with emerging technologies 10 -15 years experience in IT consulting, IT project management, software development, and large-scale deployment. . Consulting experience a plus. Healthcare / Insurance Industry experience a plus. Knowledge and experience with Clinical and Provider applications and implementations a plus. Bachelor's degree required.
