The County of Riverside is currently recruiting for the position of IHSS Public Authority Executive Director. The successful candidate will be responsible for overall policy and program direction for the Public Authority. The California In-Home Supportive Services (IHSS) Program is the largest publicly funded home care program in the United States. It provides domestic, personal care and paramedical services to elderly and disabled individuals; allowing them to remain living safely in their own home; thereby preventing unnecessary or premature hospitalization or placement. Riverside County's IHSS program assists over 14,000 elderly or disabled persons each month. IHSS is a federal and state funded program with required County matching funds. The Riverside County Board of Supervisors functions as the Public Authority Governing Board, a separate agency from the County that oversees the program. Reporting to the Director of the Department of Public Social Services, the Executive Director, working with the Public Authority Advisory Committee, provides overall policy and program direction for the Public Authority. Management and administrative duties include hiring, training and supervising Public Authority staff. In addition, the Executive Director is expected to provide staff support to the Public Authority Advisory Committee, represent the Public Authority at the local and state level regarding Public Authority issues, act as liaison to various County and community agencies, and ensure compliance with all relevant County, State and Federal laws, regulations and agreements. EXAMPLES OF DUTIESThe IHSS Public Authority Executive Director: * Maintains a positive, collaborative working relationship with the Public Authority Advisory Committee * Provides effective leadership for a complex organization whose public agency programs are funded and governed by policies, procedures and legislation linked at Federal, State and County levels * Works with County Labor Relations representatives to develop an effective strategy to deal with highly complex and high profile collective bargaining issues associated with labor and contract negotiations affecting approximately 12,000 represented, independent providers of in-home supportive services. * Works with various County departments towards coordinating and integrating services. * Hires, trains, supervises and regularly evaluates Public Authority staff * Develops, in cooperation with the Public Authority Advisory Committee, overall policy goals, objectives and operating procedures for the effective delivery of services, and establish priorities and develop strategies to achieve program objectives; accomplish the mandates of Assembly Bill 1682 * Represents the Public Authority and explains and interprets policies, procedures, legislation and regulations for legislative bodies, boards, commissions, committees, government and community agencies, departments and officials * Analyzes and reports on proposed Federal and State legislation as they affect areas of responsibility * Determines funding needs and options; oversees budget preparation, and assures effective monitoring and control of fiscal performance * Travels on a regular basis to different locations within the County and occasionally travels outside the County of Riverside TYPICAL QUALIFICATIONSEducation:Graduation from a recognized college with a Bachelor's degree in social work, behavioral sciences, human services, rehab counseling, public/business administration, human resources, or a closely related field. Master's degree preferred. Experience:Candidates should have at least four years of experience in a senior management level position managing or administering programs related to social work, aging, human resources, rehabilitation, working with the developmentally disabled or related area that included supervision, budget/fiscal administration, program planning and policy formulation, or human resources in a public or private social service agency. Beyond work experience, qualified candidates are expected to display the core knowledge, skills and abilities essential to success as the IHSS Executive Director. The successful candidate will be politically savvy, be able to work independently with little direct supervision, and be sensitive to the perspectives of diverse constituencies. In addition, he/she will be honest, proactive, flexible, and knowledgeable in the field of aging and disability issues. He/She should also be able to delegate appropriately and serve as a mentor to employees. This person should be organized, be able to perform under pressure, and have a strong drive for results. This individual will be an innovator and must be an advocate for effective new ideas and initiatives, while continuously maintaining a customer service orientation. Finally, the Executive Director should see a vision for the future, anticipate issues and potential problems, and act as an agent for positive change.
