Blue Cross Blue Shield of Florida is currently receiving resumes for future employment opportunities as Health Care Data Consultants in our Informatics Department.Job duties include but are not limited to the following: • Ensure accurate information is obtained from appropriate sources within and external to the organization • Develop, design, implement and maintain databases and systems necessary to automate functions to extract and report collective pools of data • Document and facilitate understanding of various research and data extraction methodologies, systems, tools and framework • Provide consultative services in development, troubleshooting, data extraction, needs assessments in a client server and mainframe environment • Provide subject matter expertise to work groups, projects/initiatives, and corporate areas (HCS, Legal, IM) by providing technical, programming and consultative services • Responsible for overseeing and monitoring research, analysis, develop improvement and action plans, and provide project leadership on reporting and information (both internal and external) to improve the overall existing design to ensure financial viability and fiduciary responsibility to the providers • Work with requester using organization and business skills and knowledge to identify needs and recommend appropriate data sources, considering the end-to-end process and recommending solutions • Through a deep understanding of all aspects of the networks, products, contracts, pricing, etc., recognize inconsistent analyses and incorrect inferences, thereby providing critical input or data to business partners and customers necessary to facilitate decision makingJob Requirements: • Bachelors degree (or equivalent work experience) • 8 to 10 years in healthcare data analysis, relational database development and maintenance, and systems analysis • Experience in the healthcare industry • Knowledge of healthcare research design, managed care delivery systems, incentive based and risk arrangements, utilization and quality management programs • Excellent consulting, analytical, problem solving, interpersonal and negotiating skills • Proficiency in developing and designing systems for research study and analysis • Intermediate knowledge of standard medical coding, hospital and physician contracting, billing and payment methodologies and procedures • Intermediate to advanced experience in creating or using mainframe or PC environment, software, programming using several of the following: IMS, CICS, SAS, DB2, COBOL, or PL1, JCL, DASD Management, SQL, Sequel Server, TCP/IP, Visual Basic, Business Objects, CASE tools, REXX, CLISTs, Power Play, Power Builder, ACCESS, EXCEL.
