Java C++ Programer II - 1411

BlueCross BlueShield of Arizona, as one of the state's largest local and non-profit health insurers, strives to provide our customers and employees with resources to help them improve their health status.  For over 60 years we've been providing health insurance to Arizonans.  We are seeking a:

Java/C++ Programmer

to work with analysts to create and implement system changes to Paper Free maps in addition to maintaining existing maps. You’ll need exceptional interpersonal skills and the ability to relate well with others while supporting corporate projects, attending meetings, providing updates and professional opinions when appropriate.  

 

Specific Duties and Responsibilities:

Design, develop and code programs; maintain existing programs.

Track and resolve programming problems.

Develop system and data diagrams and program flows.

Provide support to electronic claims submission, imaging, audio response and other system activities as needed.

Understand area system workflows and its affect on other systems.

Perform routine modifications and systems enhancements.

Responsible for supporting production cycles, solving program abends and notification of problems.

Review programming code for proper design, standards, functionality and content.

Participate in the Excellence Through Quality (ETQ) program.

Prepare weekly, monthly and quarterly status reports for management.

Develop time and resource estimates for moderately complex programs.

Develop processing requirements and specifications.

Develop program logic flows.

Develop system, data diagrams and flows.

Develop test plans, scripts and databases.

Write or modify operational procedures.

Write or modify procedures for internal programming use or internal computer operations.

Analyze files and perform mapping between systems.

Implement processing requirements. 

Develop time and cost estimates.

Prepare weekly, monthly and quarterly status reports for management.

Act as a liaison with outside vendors.

Design and program simple systems and interfaces.

Develop hardware requirements.

Represent area in meetings as required.

Apply appropriate security and privacy measures to all tasks.  Apply information security policies, principles and practices in the delivery of all IS services.

Must be on-call for cycle duty to include weekends and holidays.

 

 

Education and Experience: 

Any combination of experience and education equivalent to a Bachelor's degree from an accredited college or university in Computer Science, Management Information Systems, Business Administration or equivalent.  Minimum one (1) year working experience in health care related systems as a programmer.

 

Knowledge and Abilities: 

Knowledge of structured programming techniques; proficient with one of the following programming languages:  C or C++; knowledge of EDI, EDI Mapping and/or Translator experienced, ability to communicate orally and in writing; knowledge in the use of flow charting, word processing, and spreadsheet software; knowledge of data mapping techniques and concepts; ability to code batch programs; knowledge of PC networking operating systems (Novell desired); knowledge of analysis and design techniques for batch, real-time and on-line systems (i.e., Oracle, MS Access, Paradox) for simple ad-hoc reporting and programming for screens, programs and data management; ability to code on-line programs.  IBM Rational ClearCase tool experience a plus!
