JOB TITLE: LAB SUPERVISOR
DEPARTMENT: TRANSIT VILLAGE LABORATORY OAKLAND, CA
CLASSIFICATION: REGULAR FULL-TIME (BASED ON 40 HR WORK WEEK)
REPORTS TO: ANCILLARY SERVICES MANAGER
STATUS: EXEMPT (NON-UNION)
SALARY: STARTING SALARY 67,909 FTE + FRINGE BENEFITS

THE POSITION: Under the general direction of the Manager – Ancillary Services and the Laboratory Director, the individual in this position is responsible for managing the clinical laboratory, assuring reliable, high-quality, patient focused services, which comply with licensing requirements. Supervises all laboratory activities and provides efficient and effective leadership in all aspects of managing the laboratory.
MINIMUM QUALIFICATIONS:
1. Requires a Bachelor’s degree in medical technology or related science, possession of a valid California license as a Clinical Laboratory Scientist, Bio-Analyst, or Special Clinical Laboratory Technologist by the State of California State Dept. of Health and by MTASCP certified.
2. Must have a minimum of 3- 4 years experience in a supervisory capacity with demonstrated capabilities to manage a clinical lab with a staff of 10 or more employees.
3. Knowledge of CLIA, CAP, NCQA, Title 22, and applicable local, state, and federal regulations.
4. Ability to work independently and with a team, supervises and instructs others, and communicates effectively.
5. Excellent verbal and written communication and interpersonal skills with ability to interact with peers, staff, physicians and other healthcare professionals.
6. Computer experience/proficiency in Microsoft Office and any other applications required.
7. Bilingual English/Spanish preferred.
DUTIES AND RESPONSIBILITIES:
1. Supervises staff and daily laboratory operations to ensure efficiency and timeliness in provision of services by constant enforcement of inspecting agency standards.
2. Monitors the quality control/assurance program for the lab, test results, and equipment. Prepares and monitors quality control charts, instrument function checks, and instrument maintenance protocols to ensure quality and integrity of results.
3. Maintains instrumentation as needed to keep continuity of laboratory services intact by troubleshooting problems and guiding employees in basic maintenance procedures, and ensuring routine maintenance.
4. Maintains safety in the laboratory as per regulations for hazardous waste management.
5. Hires appropriate laboratory personnel to ensure proper staffing complement and skill levels to handle daily workload. Trains and evaluates technical competency of testing and phlebotomy personnel and initiate remedial instruction for staff observed to be lacking in competency.
6. Maintains working knowledge and skills for tests performed in the lab. Performs technical tasks in the absence of a technologist or as workload demands.
7. Liaisons with reference labs to ensure receipt of timely reports for providers and resolving billing issues between patients, La Clinica and the reference labs.
8. Prepares and monitors the annual budget to ensure the financial viability of laboratory services. Reviews each invoice billing for accuracy.
9. Investigates all physician, patient, and departmental complaints by direct contact with involved parties and documentation of follow-up actions taken.
10. Assists satellite laboratory services as needed by answering technical questions, giving in-services on new equipment and procedures, assistance in licensing, proficiency testing, and providing new product information.
11. Participates in laboratory information system (LIS) committee and in the Medical Operations team to provide technical laboratory information and advice as needed,
12. Writes procedures, holds monthly laboratory meetings and in-services as needed to provide the guidance and information to perform all laboratory tasks and duties.
13. Attends meetings as needed and required.
14. Other duties as assigned by supervisor.
