Performance Measurement Manager

This position if responsible for managing the development and implementation of DHP performance measurement programs for hospitals, primary care and specialty care practitioners, including related reporting activities. Responsible for the management of the functions to provide support and technical assistance to the Medical Affairs Division management in project design and management, performance measurement and clinical and service process improvement. Responsible for providing technical expertise in pay-for-performance and performance monitoring strategies and methodologies. Actively participates in evaluating performance measurement programs endorsed by regional and national entities (e.g., CMS) and provides recommendations to the DHP senior leadership staff regarding performance measurement program development. Manages DHP’s HEDIS and CAHPS measurement and reporting activities, including resource planning, implementation of data collection processes, completion of audit and submission requirements as specified by NCQA and other regulatory agencies and purchasers, analysis of performance, and preparation of written reports of conclusions and recommendations. Manages and supervises Performance Measurement staff in planning, developing, and implementing performance measurement activities necessary to support the objectives of DHP and its owners. Responsible for managing staff to facilitate a customer-centric, collegial approach to decision-making and project implementation. Regularly and customarily exercises discretion independent judgment to support DHP mission and goals.  Performs tasks under only general supervision.

This position requires technical and analytic knowledge, typically gained through a Bachelor’s degree plus work experience, preferably in health care or the health insurance industry. 3-5 years of progressively responsible management experience in development and implementation of performance measurement initiatives is required. Must have demonstrated knowledge and experience in performance measurement and improvement methodologies, including measure and report development, and implementation. Knowledge of HEDIS and CAHPS technical specifications is desirable. Experience managing data acquisition, analysis and reporting processes is required. Demonstrated success with team and project leadership and oversight of multiple initiatives and priorities. Project management experience necessary to effectively manage and lead staff in technical and non-technical projects of varied sizes. Proficient personal computer skills, including strong knowledge of statistical software and basic understanding of query languages, are required. Requires good organizational skills and an ability to interact effectively with clinical and analytic staff. Requires good oral and written communication skills and must be able to present technical and non-technical information clearly. A valid driver’s license and a reliable, personal vehicle are required.
