Personnel Representative
Personnel Representative
Purpose of Position:
The Personnel Representative reports to the Associate Director of Recruitment, Employment, & Benefits in the daily operations of the Human Resources Department. The Personnel Representative is responsible for the recruitment process, processing of new hires, benefits forms, maintenance of personnel files and employee database (HRIS).
Key Responsibilities:
Recruitment:
1. Process Position Requisition Form (PRF) for additional or backfill positions.
2. Secure functional job descriptions.
3. Create job positing and post on HHC website and other sites as necessary.
4. Process recruitment log and post internally.
5. Forward qualified resumes to the Hiring Manager.
Processing New Hires:
1. Schedule and meet new hires.
2. Collect and verifies credential.
3. Employment eligibility verifications.
4. Complete Background Investigation Package.
5. Complete, batches and submits Personnel Action Form to MetroPlus Payroll Department.
Benefits:
1. Complete applications (i.e., Health, MBF, TDA, Pension, Direct Deposit).
2. Resolve issues with different Health Planes and Agencies.
File Maintenance:
1. Create new employee Personnel, Benefits and Background files.
2. Maintain existing files.
3. I-9 verifications, certifications and maintenance.
4. Verify turnaround documents in PSMS (PAFs, PDFs, BIRs).
Administrative Support:
1. Generate correspondence letters: Appointment, Termination, Promotion, Etc.
2. ID Card Processing: Generates ID card; takes pictures and laminates.
3. Maintain and update weekly report to HR Operations Analyst.
4. Schedule interviews.
5. Conduct Exit Interview.
6. Mail pre-employment packages and conditional job offer letters.
Qualifications/Requirements:
1. A Baccalaureate Degree in a relevant field from an accredited college or university; or,
2. Graduation from a Senior High School and four years of satisfactory semi-professional or technical experience in personnel operations; or,
3. A satisfactory equivalent combination of education, training and experience.
