SUMMARY:

 

Under the direction of the Board of Directors, the President & CEO plans, organizes, directs, administers and evaluates all functions and activities of North East Medical Services (NEMS). The President & CEO is responsible for establishing and implementing procedures within which the various activities of NEMS will be conducted. 

 

PRIMARY RESPONSIBILITIES:

 Provides leadership, direction and administration of the operations of the health center. Implements the NEMS program in accordance with the policies set by the Board of Directors. Oversees health center operations to ensure efficiency, quality of services and cost-effective management of resources. Develops with the Board a strategic plan to advance the health center’s mission, vision and values and to promote profitability and growth as an organization. Develops with the Board short and long term goals, objectives and priorities of the health center.  Executes exclusive power to hire, discipline or discharge all employees, subject to the policies established by the Board. Directs the preparation of the annual budget and grant application for federal, state and local funding.  Authorizes expenditures in accordance with the policies of the Board. Understands and ensures compliance of the community health center with all applicable federal, state and local laws and regulations. Acts as a liaison between the Board of Directors and the staff. Approves the health center’s operational procedures, policies and standards. Attends the Board of Directors meetings and represents the organization at external meetings and functions. Develops and secures community support for the goals of the health center. Provides leadership and direction to the management team.

 

 

 

KNOWLEDGE AND SKILL REQUIREMENTS:

 Required: A Masters degree in Public Health, Public Administration, Business Administration or related field and a minimum of 5 years work experience in a management level; or a Bachelor’s degree with 6 years experience in related management level. Ability to apply sound administrative principles and methods in the management of budgets, diverse personnel and overall health care program. The ability to select, administratively supervise and generally direct the activities of NEMS. Experience in strategic planning and execution.  Experience in policy formulation, and developing and implementing new strategies and procedures. Excellent oral and written communication and presentation skills. Excellent interpersonal skills.  Ability to communicate and interact with officials at all levels of government and to work effectively with a wide range of constituencies in a diverse community. Ability to set priorities and to make decisions on critical health care programs and issues. Experience in a healthcare setting strongly preferred. Bilingual (Chinese/English) preferred.
