Program Manager
Program Manager Job Summary:
Responsible for the supervision of the support services staff and direct oversight of the Emerald Commons Permanent Supportive Housing Program. Responsible for the development, implementation and monitoring of the Permanent Supportive Housing Program, as funded and in accordance with HUD guidelines, designed to provide a safe, non-threatening and supportive environment to homeless, disabled individuals. Responsible for working collaboratively with our partner agencies Eden and the Task Force of Greater Cleveland toward the mutual goal of sustaining an innovative supportive housing project that assist tenants to be active participants in the community, maintain their housing and access high quality services.
ESSENTIAL JOB FUNCTIONS
1. Develops, implements and evaluates policies and procedures for the operation of the program and works collaboratively with Eden’s Property Management and the partner agencies to ensure the uniform adherence to agreed upon policies and procedures. Makes recommendations and works with other management staff and appropriate committees on necessary modification of policies and subsequent approval of changes when needed.
2. Works proactively to create an effective working relationship with Eden, and the Task Force Management and staff.
3. Works collaboratively as part of the Emerald Commons onsite management team in identifying needs and problems of the project as a whole.
4. Develops and promotes a low demand, high expectation environment for individuals historically resistant to treatment. Ensures that all staff treat tenants with dignity and respect; involving tenants in defining and achieving goals.
5. Supports, directs and guides the staff in the utilization of evidence based practices. Applies evidence based practices into work; encourage focus on employment.
6. Collaborates with agency personnel and other community providers to develop and provide a continuum of services necessary to promote program and client success.
7. Ensures services are carried out in accordance with established policies and protocols, ensuring prompt, professional responses to referrals for services, and prompt completion of clinical documentation and staff logs.
8. Complies with established service plans, Ohio Department of Mental Health (ODMH) administrative rules, federal, state, and local laws, and professional standards of conduct.
9. Ensures that all fiscal transactions follow standard agency procedures.
10. Complies with all fire regulations and safety policies as established by city, county and state regulations and the agency’s internal standards related to residential programs.
11. Supports, directs, and guides the activities of assigned staff involved in program activities.
12. Documents and provides performance feedback to staff regarding the quantity, quality, timeliness and completeness of services performed and efficiency of use of time.
13. Makes suggestions and recommendations as to the hiring, firing, advancement, promotion or any other change in status of employees.
14. Ensures clinical records and related source documents are maintained in accordance with industry and agency requirements, monitors and updates information in the service database and generates and distributes reports.
REQUIRED QUALIFICATIONS
Education, Training and/or Experience:
Bachelor’s degree in social work, psychology or related field with a minimum of three years work experience in a social service environment. One year of supervisory experience.

4. Demonstrated sound diagnostic skills and effective clinical interventions.
5. Demonstrated leadership and management ability.

8. Ability to develop reports, business correspondence and policies/procedures.

11. Ability to work independently, reliably, creatively and in collaboration with others both within and outside of the agency.
12. Computer skills; word processing and spreadsheet software capabilities.
Certifications, Licenses:
Master’s degree in clinical psychology, counseling psychology, social work, nursing or a social service field.
LSW, LISW, LPCC, or MSN. A minimum of three years working with clients.
Valid Ohio driver’s license with good driving record and proof of insurance; adhering to the minimum requirements of Ohio’s Financial Responsibility Act.
CPR certification plus First Aid and non-violent physical crisis intervention training (within 60 days of hire).
