JOB SUMMARY:

This position manages the product development life cycle for the development, maintenance and enhancement of new and existing MHN GS financial management programs including but not limited to the gathering of business requirements and project management of the overall development timeline.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Develops concepts in conjunction with business owners and government clients, including creation of scope document, impact/needs assessment and business case.



Facilitates efforts for requirements gathering and development of Business Areas Requirements Report (BARR) as needed.



Creates and maintains master project work plan to ensure deliverable dates are met.



Serves as project leader for cross-functional initiatives that are intended to drive performance improvement, financial gains, customer satisfaction and improved compliance



Organizes and facilitates cross-functional work teams assigned to develop and implement financial programs which typically include participants from field operations, contracts, program support, provider network management, and operations (data analysis, learning and performance, and web), and marketing, to accomplish project work, including identification and confirmation of participants, establishment of a master project plan, consistent work team engagement and productivity, meeting facilitation, consensus building, recommendation documentation and implementation oversight.



Prepares communications and presentations to be presented at all levels of the organization. Develops and leads training and communication plan  for associates and contractors  for program introductions or enhancements



REQUIREMENTS:

 

Education:

Bachelor’s Degree required or equivalent combination of academic education, professional training or work experience, which demonstrates the ability to perform the duties of the position 

 

Experience: 

Minimum five years experience in health services or insurance operations



Previous project management experience required including oversight of complex large scale program implementations



Product development and/or management strongly preferred, but not required



Experience with financial services preferred, but not required





Knowledge, Skills & Abilities: 

Working knowledge of financial management products



Working knowledge of military environment



Familiarity with competitors’ programs, regulatory guidelines and industry trends



Excellent interpersonal, verbal and written communications skills



Strong project management skills, including meeting facilitation and planning



Demonstrated effectiveness in analyzing issues, predicting downstream effects and preventing or resolving problems



Knowledge of internal Health Net business architecture and process flows preferred



Proficiency with MS Office applications
