KEY RELATIONSHIPS:

POSITION PURPOSE:
The Project Manager is responsible for initiating, planning, executing, controlling and evaluating small to medium enterprise projects with varying complexity levels.
PRINCIPLE DUTIES:
· Responsible for managing cross functional projects to deliver results within the authorized budget on the approved time schedule.
· Provide leadership to clear barriers to team progress, promote the good of the company, resolve conflicts within the team and outside the team, and ensure that project goals, schedule and staff assignments are realistic and achievable.
· Communicate regularly with Functional Managers, Project Management Office, Executive Sponsor, and other project stakeholders to appraise all regarding status of the project, issues impeding progress, earned value, and recovery plans for off-track items/tasks
· Meets quality standards and the production of expected deliverables during all phases of the project life cycle: initiating, planning, executing, controlling and closing.
· Secures or assists with securing Project Management Steering committee (PMSC) approval for project scope, budget, schedule and plan.
· Responsible for coordinating the assembly of project team(s), assigning responsibilities, identifying appropriate resources and developing schedule to ensure timely completion of the project.
· Direct the activities of one or more Project Leads to deliver results. Delegate and manage the tasks of the other functional core team members, correcting project resource issues such as performance problems or availability problems.
· Delegate and manage the tasks of the project team members, coordinating with the functional managers as appropriate.
· Correct project resource issues such as performance problems or availability problems and evaluate subordinate project managers, leads and other team members on project performance.
· Supports other project managers and project staff by answering questions and working in a collbrative manner as requested.
· Supports the continuous improvement of CHP’s project management methodology by making recommendations and implementing approved changes.
· Other duties as assigned.
QUALIFICATIONS: Education
· Bachelor of Science/Arts degree or equivalent work experience preferred
· Project Management Professional (PMP) certification or experience using a PMI-based Project Management Methodology preferred.
Prior Related Experience
· 3-5 years relevant project management experience required.
· Relevant experience in delivering technology based solutions in the health care insurance field desired (Medical management, eligibility, claims processing, financial operations).
· Experience implementing third party, configurable applications preferred.
· Experience implementing business process improvement/re-engineering preferred.
· Experience working within a matrix organization preferred.
Knowledge, Skills, and Abilities
· Knowledge of project management and formal project management methodologies.
· Knowledge of one or more project specialty areas (Business Process Re-Engineering, Systems Implementation).
· Excellent verbal and written communication skills; expertise in setting and managing customer expectations
· Working knowledge of management techniques as applied to projects.
· Experience assembling and motivating teams that work together to deliver quality results.
· Creative problem solving skills, win-win mentality.
· Excellent negotiation skills.
· Advanced ability to use Project Management tools including Microsoft Project, Excel, and Time Tracking systems.
· Experience in Microsoft, Word, Visio, and PowerPoint
· Knowledge of the software development life cycle, and ability to operate effectively within the process.
· Sensitivity to the needs of every individual to be treated with respect and fairness.
· Ability to maintain a professional demeanor and confidentiality.
· Ability to multi-task, prioritize, and work under pressure.
· Ability to communicate with, and build relationships with all levels of the organization and understand linkages and organizational dynamics.
SENSORY/PHYSICAL/MENTAL REQUIREMENTS

· Must have the ability to learn and prioritize multiple tasks many requiring complex cognitive capabilities.
· Must be able to manage conflict, communicate effectively and meet time-sensitive deadlines.
· Frequent decision-making. Ability to gather and assess data, determine appropriate actions, apply protocols and knowledge to unique situations, problem-solve and provide consultation.
WORK ENVIRONMENT
Office environment with frequent environmental exposure to low-grade radiation from computer monitors; fast paced with frequent interruptions.
PROTECTED HEALTH INFORMATION (PHI) ACCESS
Community Health Plan employees will encounter protected health information in the regular course of their work at and for Community Health Plan. Community Health Plan is a Covered Entity engaging in Health Care Service Contractor treatment, payment and operations. The following scale intends to provide some indication of how often the employee may encounter or work with PHI in this particular role. All PHI shall be used and disclosed on a Need To Know Basis and according to HIPAA Privacy Rules Part 164. In addition, every employee shall sign a confidentiality agreement as a condition of employment and violation of that agreement and/or Community Health Plan policies can be cause for termination.
PHI is defined at 164.103 as:
"Protected health information means the individually identifiable health information that is (i) Transmitted by electronic media; (ii) Maintained in electronic media; (iii) Transmitted or maintained in any other form or medium.
Individual means the person who is the subject of protected health information.
Individually identifiable health information is information that is a subset of health information, including demographic information collected from an individual, and:
(1) Is created or received by a health care provider, health plan, employer, or health care clearinghouse; and
(2) Relates to the past, present, or future physical or mental health or condition of an individual; the provision of health care to an individual; or the past, present, or future payment for the provision of health care to an individual; and
(i) That identifies the individual; or
(ii) With respect to which there is a reasonable basis to believe the information can be used to identify the individual.
This position as described will use, encounter, read, create, disclose and or work with in general, PHI that is created by or received by Community Health Plan:
Frequent - The position has frequent and/or daily access and responsibility for PHI.Need to know.
In all cases, PHI use and disclosure is limited to the minimum necessary amount of PHI needed to complete the treatment, payment or operations.
