**PLEASE READ THE JOB DESCRIPTION CAREFULLY**DEPARTMENT: Revenue Cycle Business Operations (Patient Billing/Healthcare) Qualifications: Extensive experience (5+ years) managing a staff of professionals required (experience managing Union staff is highly preferred). Substantial, progressive experience (5+ years) managing a large, decentralized organization in a healthcare setting. Extensive knowledge of general business concepts including Patient financial management, patient billing, front and back end revenue cycle, team building practices, organizational behavior and personnel/labor laws and regulations. Demonstrated ability to utilize effective financial management tools, information systems methodologies and supervisory techniques. Must be able to work in a Labor/Management Partnership environment. SCHEDULE: Full-time, regular, 40 hours per week; Day-shift; Monday-Friday EDUCATION/ LICENSE/CERTIFICATION: Bachelor's Degree in Finance, Business Administration, Computer Science or other related field or equivalent work experience required. Master Degree preferred. QUALIFICATIONS: Plans, organizes and directs through management and supervisory personnel the cost-effective operations of the departments responsible for all patient/third party billing, disability and other claims, and local cash control management/reporting. Formulates and makes recommendations to the Local Operations Manager on policies and practices relating to Patient Business Services local operations. Ensures compliance with administrative/legal requirements of governmental regulations concerning Medicare, Medi-Cal, Workers’ Compensation, bargaining unit contracts and organizational fee schedules. Ensures adequate internal controls are in place. Recruits, develops, and maintains competent and productive team. Responsible for staff development and related goal setting/performance standards with Patient Business Services managers and staff. Delegates authority to unit managers for management of day-to-day operations and the completion of special projects. Partners with Service Area Manager's, Senior KFH/KFHP Local Managers, and Senior Local Medical Group Managers to establish a single, strategic, integrated operational business plan to optimize the billing and collection of non-dues revenue. Develops and strengthens Patient Business Services relationships with senior management in The Permanente Medical Group or SCPMG, in order to improve the level and quality of joint decisions being made that have financial, legal and regulatory implications to the Patient Business Services organization. Provides leadership in the development of non-dues revenue financial forecasts, budgets, and reports for their areas of responsibility. Ensures all critical business needs and requirements are identified and met with automated/manual processes. Represents and acts on behalf of the Local Operations Manager in numerous special projects and committees involving key regional, facility, and divisional managers. Responsible for the development and adherence to payroll and non-payroll budgets. Accountable for resources being distributed and applied appropriately to meet deliverables; ensure department operates within budget. Consistently supports compliance and the Principles of Responsibility (Kaiser Permanente's Code of Conduct) by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non-compliance, and adhering to applicable federal, state and local laws and regulations, accreditation and licenser requirements (if applicable), and Kaiser Permanente's policies and procedures. 1.
