Buckner & Associates a Division of the Human Resource Consulting Group has been retained to recruit a Senior Vice President – Community Relations and Communications for Clarian Health Partners, Inc. of Indianapolis, Indiana.
In 1997, Clarian Health was formed through a merger of three outstanding Indianapolis hospitals – Methodist Hospital, Indiana University Hospital and Riley Hospital for Children. As the third largest hospital in the United States, based on admissions, Clarian Health is the area’s only teaching and learning healthcare organization. Thus innovative treatments are available more quickly to patients as researchers apply what they learn in the laboratory to real life clinical settings.
Eleven specialties at Methodist, Indiana University and Riley Hospitals ranked among the top 50 clinical programs in the U.S. News & World Report’s “2000 American’s Best Hospital Guide.”

School of Medicine received rankings in the guide in 11 of 17 clinical programs, which included cancer, cardiology and heart surgery, digestive tract, otolaryngology, gynecology, hormonal disorders, kidney disease, neurology and neurosurgery, respiratory disorders, rheumatology and urology.

SUMMARY:
This position exists to develop and implement Clarian and IU School of Medicine (IUSM) strategies related to its image and relationship with key internal and external constituents. The incumbent reports directly to the President and CEO of Clarian with a matrix reporting to the Dean of the IUSM. The incumbent participates in senior staff deliberations of both Clarian Health and IUSM. The incumbent is responsible for integrating communications with a diverse set of audiences including physicians, employees, patients and their families, government, community and business leaders, affiliated healthcare institutions, and the general public. The position will craft and execute an overall marketing/public image strategy for Clarian Health and IUSM including comprehensive community relations, government relations, and corporate communications efforts. In regard to government relations, those involving IUSM require coordination with the government affairs program of IU. Manages approximately $10MM in budgets for these accountabilities
QUALIFICATIONS/KNOWLEDGE/SKILLS/ABILITIES:
· Requires a Bachelor or Master’s degree in Health Administration, Business Administration, or a related area.
· Requires knowledge and experience in finance, operations management, strategic planning and community relations.
· Requires interpersonal, negotiation and presentation skills, with the ability to lead groups and programs.
· Requires a visionary with the ability to think in a positive and creative manner.
· Requires well developed administrative and management skills.
· Requires knowledge of state and national regulatory agency guidelines.
· Requires the ability to lead quality improvement initiatives.
· Require knowledge of state and federal laws relative to assigned area.

ESSENTIAL FUNCTIONS:
· Community Relations: Directs community relations strategy, health promotions, and health educational efforts for purposes of promoting community health and positive relations with key community stakeholders and partners in manner consistent with Clarian and IUSM mission, values, and strategic direction. Responsible for increasing public awareness, knowledge and support of Clarian and IUSM, resulting in an image of Clarian and IUSM as responsible corporate leaders, community members, and national leaders in education, research and patient care.
· Government Relations: Directs the strategic and ongoing relations with key local, state, and federal governmental entities for purpose of influencing positive government relations, policy decisions and outcomes supportive of Clarian mission, values, and strategic direction. Directs public policy research and analysis in areas such as quality, cost, and access to healthcare. Works with IU government affairs leaders to coordinate efforts that affect the IUSM. Advises Clarian and IUSM leadership on public policy. Develops and presents health policy positions to executive, legislative, and regulatory branches of federal, state, and local government. Directs and conducts lobbying efforts at the federal, state, and local levels, resulting in positive government relations, favorable public policy decisions and proactive response to public policy decisions.
· Corporate Communications: Includes both internal and external communications strategies and tactics through effective media relations, public relations, marketing communications (advertising), and internal communications. Serves as the chief media and public relations spokesperson for Clarian and IUSM. Success in this area will result in coherent and consistent internal and external corporate and School image, positive media relations, frequent and accurate information received by key constituents, and effective two-way exchange of information and opinions with key constituents. Communications will consistently and effectively support the mission and goals of Clarian and IUSM.
· Continuous Improvement: Ensures the quality of services through the development and documentation of a quality monitoring system and/or program evaluation reflected through key indicators. Assumes a leadership role in quality improvement activities in the Division.
· Communication: Maintains a communication system that interfaces with other Hospital Divisions to ensure total, quality management. Provides an ongoing system of communication for all employees in the Division.
· Personnel Management: Ensures personnel developmental opportunities exist that meet both the needs of Hospital, School and Division. Ensures that personnel management is consistent and equitable among Divisional employees in accordance with Hospital policy and practice. Ensures the recruitment and retention of competent staff to ensure the business operations of the division.
· Leadership: Ensures that an annual plan, inclusive of objectives and resource allocations, is completed in accordance with the Hospital and IUSM planning cycles. Provides leadership and strategic direction for the Directors and Department Heads of the Division. Makes recommendations that impact corporate and school philosophy and policies. Provides leadership in the planning of strategies for the Hospital and School in effective and efficient utilization of personnel, financial, medical, clinical, and administrative resources. Ensures that Divisional services are coordinated with other Hospital, School and Divisions’ services and corporate plans. Develops and administers an annual fiscal plan.
COMPENSATION:
The compensation range for this position is $200,000 to $250,000, plus bonus, executive perks and benefits package.
