POSITION PURPOSE:  
• To install, enhance, and configure complex system software and utilities without impact to the application and production environment
• To provide technical guidance to the System Support and Operations staff
• To design, code and implement technical software as necessary
• To maintain integrity and performance of database and communications software
• To provide project leadership when required

ACCOUNTABILITIES:  
1. Without direct supervision, installs enhances, and corrects system software, system utilities, and operating system software
2. Informs Systems  Support and Operations staff of software compatibility and features
3. Provides the Systems and Development staff with technical expertise, tools, utilities and programs assisting in the efficient development of application systems
4. Designs, codes and implements complex technical software as necessary
5. Is responsible for system performance monitoring and interfacing with appropriate personnel to carry out corrective action when necessary, including recommendations for additional hardware, additional software systems and changes to technical or application software
6. Maintains database, communications software, making configuration changes and enhancements as necessary
7. Evaluates the technical performance of newly acquired/generated products or systems with appropriate testing and analysis to minimize risk to production systems
8. Leads technical projects, as necessary
9. Provides direction to other Systems Programmers, as necessary
10. Maintains an up-to-date knowledge of computer technology, including hardware, software and data communication. Provides detailed technical evaluations and recommendation regarding new and innovative techniques.


REQUIRED QUALIFICATIONS:  (Minimum qualifications needed for this position)
• Bachelor’s Degree in Computer Science or equivalent.
• 7+ years experience in data processing
• Expert Knowledge of operating systems, z/VM5.2 and z/VSE 3.1
• Expert knowledge in use and organization of COBOL, Asembler, PL/1 data structures, Assembler, compilers, system utilities, communications, and systems programming.
• 3+ years experience with Connectivity Systems, Tools and Utilities
• Detailed knowledge of data processing technology
• Knowledge of structure techniques and software engineering
• Good communication skills in technical and non-technical topics
