· Collaborate with subject matter experts, and internal technical managers to analyze employee learning needs, make effective recommendations, develop and implement performance improvement solutions and recommend blended learning solutions
· Conduct needs analysis to successfully identify employee performance gaps based on current and emerging business needs and employee career development desires
· Devise technical blended learning implementation plans
· Conduct research and make ‘build / buy’ recommendations regarding learning delivery options
· Participate in vendor identification and vendor relations related to learning delivery
· Develop, test and evaluate employee performance and business outcomes of learning strategies
Provide oversight and management to technical blended learning delivery

Knowledge and Skills
o Solid understanding of adult learning principles related to job performance change and improvement
o Solid understanding of instructional design methodology
o General understanding of IS project management, application development life cycle, organizational change management and solution implementation
o Experience and understanding of blended learning; including a solid understanding of online and instructor-led learning, development and delivery of learning material, implementation of online and real time job performance support
o Familiarity with trends in learning management and talent management
o Previous experience creating employee / workforce performance plans after performing learning needs analysis and defining gaps and learning requirements
o Proven track record of designing, developing and/or delivering sound instructional materials for both technical and soft skills training
o 3+ years experience working directly in an IS learning and delivery capacity and acting as a liaison between technical management and the learning communities
· Bachelor's degree from an accredited institution or equivalent work experience
· Experience with Microsoft Office, including Word, PowerPoint, Access, and Excel
· Familiarity with a LMS (Learning Management System), Intellinex preferred
· Experience with employee survey design, administration and/or analysis
· Experience designing, developing and delivering technical training
· Experience designing and developing instructor-led training, train-the-trainer, CBT/WBT, and other self-paced learning for end users
· Experience with on-the-job, electronic performance support systems
· Experience providing feedback and coaching to other instructional designers on instructional design methodology
