Gaming Technician Auditor
SCOPE OF AUTHORITYThe Gaming Technician Auditor works under the general direction of the compliance management and Gaming Commissioners. The Gaming Technician Auditors have the authority to demand access to all areas of the gaming facility and related records, interview and/or interrogate licensed employees, return and remove games devices from operation, conduct on-site inspections of the gaming facility, stop or prevent activities deemed not in compliance with the regulations or gaming operation policies. JOB SUMMARYAs part of the Tribal Gaming Commission’s mission, Gaming Technician Auditors are responsible for developing and maintaining effective technical standards for the gaming operation to ensure the fairness and integrity of gambling at the gaming facility; specific to gaming technology including Class II and III games. Additionally, they are responsible for reviewing casino procedures using a variety of analytical techniques, monitoring, and working with the gaming operation to ensure that strong internal controls protect tribal assets, employees, and the public through established and implemented procedures as approved by the Gaming Commission. ESSENTIAL DUTIES1. Gaming DevicesThe Gaming Technician Auditor is responsible for the monitoring of all gaming devices within the gaming operations; including slot machines, bingo technological aids, shuffling devices, server based games, and gaming systems. Use technical knowledge of gaming machines, gaming devices, computer hardware, databases, and application software to ensure strong regulatory controls and compliance. Ensure that all new gaming hardware and software meet the technical specification of the Gaming Commission certified by a recognized independent testing laboratory. Provide technical assistance and/or training to the Slot Department in the installation of new gaming machines and programs, and in the repair of malfunctioning logic boards.· Assist with the installation and major repairs of gaming machines for the gaming operation.· Protect the integrity of gaming device software and restrict access to the CPU by maintaining the key for logic access for gaming machines.· Investigate machine malfunctions which are serious errors, the nature of which is unknown.· Effectively interprets slot machine conditions by use of self-diagnostic and troubleshooting techniques.· Observe the correct replacement or installation of sensitive components or game programs, which affect game out comes, before machines are made available for play.· Diagnose and help resolve all mechanical/electrical/software faults on all makes of gaming machines and gaming table shufflers.· Act as the independent verifier along side the manufacturer’s vendors for all Wide Area Progressive (WAP) Jackpots to ensure machine integrity and fairness of outcome for jackpot payouts of $100,000 to multi-million dollars. · Analyze equipment for compliance with appropriate technical standards and certification letters. Prior to installation, confirm new gaming software has been approved by an independent testing laboratory and through the use of testing equipment, verify the software signature to confirm new software matches the signature of the software tested at the laboratory. Ensure that the authenticated game software is installed in the correct machine. Perform a play test to ensure that the new software is accurately interfacing and communicating with the gaming system; thus, ensuring the fairness of game program software installed at the gaming operations. · Rotate weekly, be on-call for possible overtime work for WAP jackpots and to assist in repairing of gaming machines that require logic access or software replacement.· Maintain accurate documentation of all work performed in accordance with divisional policies and procedures.· Responsible for reviewing reports and statistical data for malfunctions or other problems and to ensure the implementation of appropriate maintenance, repairs, and performance.· Authorize new, converted, and replacement games to be turned on and available for play by patrons.· Authorize machines requiring logic access to correct faults or malfunctions to be returned to service and available for play.· Monitor the number of class III gaming devices does not exceed the limits established by the Tribal-State Gaming Compact. · Maintain security of equipment, records, funds, locks, and keys. Safeguard against theft and ensure the security and integrity of all gaming machines, keys, and software. · Monitor and interact with the Slot Department to ensure and maintain the overall floor operation according to established department policies and procedures, regulations, and Gaming Commission requirements. · Investigate alleged cheating incidents involving gaming devices. Examine all gaming related equipment for evidence of cheating and mechanical malfunctions. · Assist in seizure of electronic equipment suspected of use in illegal activities. 2. Review Policies and ProceduresThe Gaming Technician Auditor is responsible for reviewing new and revised gaming operation procedures to confirm that regulatory requirements are met, demonstrate strong internal controls, accurately reflect processes performed, provide for asset protection with accountability, and confirm that the procedures are not in conflict with any other department’s procedures. · Analyze procedures, including flowcharting processes, reviewing forms, conducting observations, making comparisons with industry standards, and discussions with casino management.· Communicate problems and suggestions identified through process analyses with the related department director or designee. Conduct a logical and reasonable discussion, communicating the need or reasons for making changes to the procedures. · Maintain an up-to-date journal of work performed and communications with related departments in the Compliance Division’s policy and procedure database.· Continue to work with the casino departments ensuring procedures are at a standard appropriate to pass a review by the Senior Gaming Technician Auditor, compliance management, and approval by a Gaming Commissioner.· Conduct follow-up assessment of procedure implementation to ensure that departments are operating in accordance with approved procedures.· Document and notify related departments of any differences or weakness in procedures. Monitor that communicated problems are addressed and corrected in revised procedures. 3. EnforcementMonitor and observe all facets of casino gaming operations for irregularities and/or fraudulent activities; investigate and report such activities to the Compliance Manager. Investigate incidents of possible illegal conduct or gaming activities that may impact the integrity of the gaming facility. Gather evidence and facts for reports including witness statements, conduct interrogations, and review surveillance footage. Enforce rules and regulations by monitoring the gaming operation to ensure gaming regulations and internal controls are being followed; investigate all procedure violations. Conduct routine casino inspections and summarize observation of exception into written reports for corrective action. Quickly and accurately, document the results of investigations communicating relevant facts, citing regulations/procedure violations, concerns, and recommendations to the related department allowing change to be implemented immediately. Based on the results of investigations, provide recommendations on enforcement actions to the Gaming Commissioners including suspension or revocation of employee gaming license or fines. Follow-up on all exceptions to ensure that corrective action was taken. 4. Working Knowledge of RegulationsDevelop and maintain knowledge of gaming regulations at a level sufficient to accurately make determinations, recommendations, and if necessary stop activities that contradicts the following regulations: · Tribal Internal Controls Standards (TICS) · Minimum Internal Control Standards (MICS) · California Tribal-State Gaming Compact· San Manuel Gaming Act · Indian Gaming Regulatory Act (IGRA)· Title 31 - Bank Secrecy Act· Alcoholic Beverage Control Act· Title 25 501-580 (NIGC Reg’s)· Tribal Food and Beverage Handling Ordinance· Johnson Act· San Manuel Technical StandardsThese are significant sources of information that a Gaming Technician Auditor must master, by demonstrating an ability to quickly recall regulations, correctly interpret, and judge whether actions are permitted within the above mentioned regulations. 5. ResearchConduct research for Compliance Manager and/or Gaming Commissioners in preparation for reaching decisions on regulatory and internal control standards. Review regulations and informational sources (i.e. books, websites, and product manuals). Communicate with casino personnel, vendors, government agencies, other gaming commissions, casinos, and industry bodies to ensure comprehension of processes and intention. Formulate an understanding, identifying areas inconsistent with regulatory requirements or potential weaknesses in the internal control system. Solicit additional information and identify sources of other relevant information as required to get an objective and informed opinion. As part of the research, a Gaming Technician Auditor will seek answers to questions they anticipate the Compliance Manager or Gaming Commissioners will ask or need to know or understand. Analyze the history of casino operations or other work experience to identify system and process failures that could influence the decision. Accurately and relevantly, communicate results of research to compliance management who will determine whether more research is necessary. Draft memoranda to document research performed including written decisions, recommendations, directives, and clarifications to the satisfaction of the Compliance Manager and the Gaming Commissioners. Within the project deadlines, research, investigate, and monitor the development of procedures for new projects at the gaming operations or new regulations; including new construction, equipment, machines, software, proposed regulations, and games. Ensure all changes meet or exceed the Tribe’s regulations and/or industry standards. Keep Compliance Manager up-to-date and informed of project status and/or issues in a timely manner. 6. Regulation and Strong Internal Controls AdvocateAct as liaison to maintain effective working relationships with casino departments, General Manager, CFO, CIO, Executive Directors, Directors, vendors, and other management personnel to facilitate good lines of communication enabling an environment of cooperation, trust, and professionalism ensuring quick conformity to regulations.· Visit, counsel, and advise casino management and/or personnel.· Negotiate or mediate issues with internal and/or external representatives, and/or concerned outside parties. Work towards resolving issues or conflicts between different department procedures.· Provide casino management with information about regulations and research conducted by Compliance. · Interpret, clarify, explain and apply casino policy and procedures, industry practices, federal or state laws and regulations, etc.· Utilize sound judgment in assessment of each issue to identify pertinent information and determine if immediate resolution is feasible.· Establish and maintain strong strategic relationships within and outside the Tribal organization.· Facilitate necessary meetings with casino management; in which, the Gaming Technician Auditor may singularly need to communicate and enforce regulations or campaign for stronger internal controls. · Act as the Gaming Commission’s representative to express Gaming Commissioner’s views. 7. ShreddingExamine and observe the destruction of gaming operation documents and confirm through random sampling that items exceeded their retention period as established by the department to meet the regulatory retention requirements for items destroyed. 8. Customer DisputesTo protect the gaming public, the Compliance Division will investigate and make recommendation to the Gaming Commissioners concerning customer complaints related to gaming activity in accordance with the San Manuel Gaming Act and Gaming Commission procedures.· Research customer complaints to make recommendations for resolving issues, providing supportive facts, and documenting work performed to the satisfaction of compliance management and Gaming Commissioners.· Maintain accurate documentation of the customers compliant, including relevant information about the complaint, all communication related to the issue, and final resolution.· Compose clear, concise business letters to Gaming Commissioners, customers, gaming operation, and government entities describing actions taken to resolve issues.· Conduct root cause analysis by identifying potential compliance, process, or systemic breakdowns, and communicate the results to the Compliance Manager and the Gaming Commissioners. 9. Substitute for Compliance AuditorOccasionally, as required by compliance management or Gaming Commissioners, Gaming Technician Auditors will perform the duties traditionally assigned to the Auditor/Inspector to expedite projects, accommodate workload, and to make use of individual expertise or abilities. 10. Other TasksPerforms other task and special assignments as required by the Gaming Commissioners and compliance management including general administrative work, housekeeping duties, and provide staff support to Gaming Commissioners. Gaming Technology· Have basic understanding of electronic theory. A good understanding of Electronics, AC/DC Fundamentals, and experience repairing electronics.· Maintain up to date knowledge on technical issues with consideration given to jurisdictional compliance requirements.· Ability and willingness to learn and maintain detail knowledge of new technologies and new product lines.· Demonstrated ability to read and translate circuitry schematic and network diagrams.· Provide technical advice, guidance, and training to compliance management and Gaming Commissioners on gaming technology and technical standard, and internal controls.· Working with electronic components and basic mechanical assembly as it relates to gaming devices.· Safely and effectively operates equipment including hand tools and some electronic test equipment.
