The Organization
The California Association for Park and Recreation Insurance (“CAPRI”) is a joint powers authority that provides a combination of pooled self-insurance coverage and jointly purchased commercial insurance coverage for risks that are common to recreation and park districts within the State of California. CAPRI was formed in April 1986, currently has 62 member districts, collects combined annual premiums of $2 million, and maintains assets in excess of $10 million. CAPRI coverages include: general liability, public officials and employees liability, employment practices liability, automobile liability and first party property damage.
Effective May 28, 2008, the last word in “CAPRI” will be changed from “Insurance” to “Indemnity”; thereafter, effective July 1, 2008, CAPRI will assume administrative responsibility for another long-standing, risk-sharing pool called Park and Recreation District Employee Compensation (“PARDEC”). For 30 years, PARDEC has provided workers compensation coverage. The two pools will be merged into a single entity, governed by a seven-member Board of Directors and managed by the same professional staff: Administrator, Risk Manager and Administrative Secretary. An additional staffing position may be considered. The goal of the agency will be to continue delivering park and recreation districts in the State of California insurance coverage, risk management, and safety and loss prevention services through a financially sound risk-sharing pool.
The Position
The Administrator serves under the general direction of the Board of Directors and is responsible for: the overall operation and effectiveness of the coverage programs, ensuring adequate and cost-effective coverage for members, actively managing and reducing risks and liabilities, and the administration and supervision of CAPRI’s central office and staff. The CAPRI office is located in Citrus Heights, California.
Essential Duties (may include, but are not limited to)
§ Prepares agendas and staff reports with recommended actions for all Board Meetings.
§Negotiates and purchases insurance coverage as determined by the Board, and ensures financial status, claims management, safety and loss prevention, and pool administration efforts are successfully conducted.
§Actively monitors and reports to the Board on reserves, claims, losses and premiums, and makes recommendations regarding premiums, discounts, safety credits and dividends.
§Develops and implements new and existing programs to increase administrative efficiencies and to reduce risk and liability.
§ Budgets CAPRI operations and monitors expenditures in compliance therewith.
§ Negotiates terms of employed professionals (attorney, broker, claims administrator, auditor, investment advisor, etc.) for Board consideration and approval.
§ Directs investment of reserve funds in accordance with CAPRI policies.
§ Develops and interprets financial records, reconciliations and reports, and works with retained auditors during annual audit and financial statement preparation.
§ Prepares and signs State and Federal Payroll Tax Returns and other reports as required.
§Keeps the Board informed on issues of insurance, safety/loss prevention and claims activity, and CAPRI office operations.
§ Keeps abreast of new and emerging laws, issues, and changes in the industry, and advises the Board.
§ Develops and reviews policies and makes recommendations to the Board.
§ Arranges Board meetings, travel and related accommodations, and/or education requirements for Board Members.
§ Coordinates the representative voting and election procedures for appointments to the Board.
§Manages risks of member agencies, and maintains and develops safety and loss programs to educate and assist member agencies.
§ Reviews and maintains necessary documentation for Certificates of Coverage with Attachment to Coverage forms and assists members as needed in obtaining Certificates of Coverage.
§Engages regularly in direct communications with member agencies to develop relations, assist and consult with members regarding claims and coverage issues, and instructs members with proper implementation of policies and procedures adopted by the Board of Directors.
§Continually improves customer service to members utilizing technology to create a CAPRI website, member directory, accessible policy manual, e-mail communications, distribution of certificates and attachments to coverage, report asset inventories and changes, and work with digital images to document losses as appropriate, etc.
§Closely supervises all pending litigation and actively monitors performance of employed professionals and opportunities for effective resolutions of contested matters.
§Supervises regular agency inspections and recommends improvements regarding: safety committees, safety issues and standards, conditions of facilities, work sites, operations, equipment, documentation, procedures, ADA, etc.
§ Makes presentations and develops program materials for member agencies.
§ Manages the CAPRI office to ensure its efficient operation. (CAPRI owns the building in which its office is located, and leases out a portion of the space.)
Employment Standards
Education / Training / Experience: Bachelor’s Degree from an accredited college or university, with major course work in Business Administration, Management, or related field; working knowledge of the Brown Act (open meeting law) and Roberts Rules of Order. Five years of responsible experience in Business or Public Administration in a risk management, claims management, or safety engineer position, or employment in a large insurance company or brokerage office interpreting and explaining insurance coverage. Experience as a Risk Manager within a JPA, managing a risk-sharing pool, is highly desirable.

A thorough understanding of Board-Administrator relationships is highly desirable; the successful candidate must be proactive, visible and available to the Board of Directors and member agencies.
Computer Skills: Ability to fully utilize a computer for various aspects of business operations, including: Microsoft Office Outlook, Excel, Word, and Powerpoint, and project management and/or database programs. Ability to use accounting program, such as Quickbooks, is desirable.
Licenses: Valid CA driver’s license with good driving record required.
Physical Activity Requirements
It is expected that the employee performing the duties of this position will be required to frequently sit, stand and walk; occasionally lift, carry and push/pull loads of up to 25 pounds, kneel, squat, bend, reach overhead and climb stairs. Travel is required to attend meetings at various member agency facilities, training sites, and public and private events.
