Application Development Sr. Specialist

We are looking to hire someone who is experienced in system analysis and design and also has the hands-on technical skills to be able to do some level of coding.

Role SummaryActs as the principal designer for major systems and their subsystems utilizing a thorough understanding of available technology, tools and existing designs.Provides comprehensive consultation to business unit and IT management and staff at the highest technical level on all phases of application programming and processes for diverse development platforms, computing environments (e.g., host based, distributed systems, client server, software, hardware, technologies and tools, etc.). Works closely with client and IT management and staff to identify application development solutions, new or modified programs, reuse of existing code through the use of program development software alternatives, or integration of purchased solutions or a combination of the available alternatives.Researches and evaluates alternative solutions and recommends the most efficient and cost effective application programming solution.May code new or modified programs, reuse existing code through the use of program development software alternatives and/or integrates purchased solutions.  Documents, tests, implements and provides on-going support for the applications.Bachelors degree in Computer Science or a related discipline, at least eight, typically ten or more years of solid, diverse work experience in IT with a minimum of six years experience application program development, or the equivalent in education and work experience.

Major DutiesFormulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results.Includes analysis of business and user needs, documentation of requirements and translation into proper system requirement specifications.Not only possesses full technical knowledge of most phases of systems analysis, but also considers the business implications of the application of technology to the current and future business environment.Understands the Technical architecture of the Systems assigned and helps make decisions about the feasibility of various optionsDevelops, analyzes, specifies, validates, and documents system design documents.Able to succeed in an environment which requires constant development of technical skill and expansion of business expertise.

LeadershipStrong interpersonal and leadership skills with ability to build and maintain solid relationships with matrix partners (among business, systems and vendors).Ability to balance between meeting business/project needs and cost effectiveness.Collaborative with strong negotiation skills.Excellent written and verbal communication skills.Strong facilitation/meeting management skills.Ability to manage multiple streams of activity to achieve objectives.

Other ExperienceBachelors degree in Computer Science or related discipline and 5+ years of related experience as Business Analyst, Systems Analyst, Developer or related field required.Strong analytical and problem solving skills.Demonstrated knowledge of system development life cycle, especially the requirements, design, construction and testing sub-phases.Strong systems analysis and design experience required. Experience with developing system specifications and/or system functional requirements.Healthcare Systems (particularly claims processing) experience desired; Healthcare experience ideal.
Experienced with diverse technologies and platforms.
