BCBSA Program Lead Portland, OR and Seattle, WABring your project management experience to the following role: Manage large-scale, very complex projects or multiple related projects (programs) in support of one particular mission or business theme Oversee all aspects of these projects, such as change in project direction, scope, benefits, costs, and timing while minimizing financial risks Manage the project activities of multiple Senior Project Managers and Project Managers Serve as the key interface with both client program/project sponsors and steering boards Communicate project/program issues and progress Provide overall guidance/responsibility for development of business case documentation, project justification including return on investments (ROIs,) project plans, meeting coordination, communications, quality assurance reviews and turnover Apply formal company-approved project management methodology to accomplish the goals of the project/program Oversee all appropriateness, quality and timeliness of managed projects and programs Manage inter-project dependencies and issues (goals, resource allocation, release planning, technology architecture, etc.) Coordinate and direct the activities of project managers involved in dependent projects as appropriate Work closely with senior management, various boards and steering committees and business function managers to steer the projects and business organization toward achieving the intended business results Serves as the Enterprise Project Management Office (EPMO) BCBSA Program Lead, responsible for program oversight and execution throughout the lifecycle of projects within the program Coordinates program/project team efforts with all affected departments, divisions and affiliates to ensure that program/projects are executed within scope, schedule, and budget in order to meet mandates & policies developed by the BCBSA Maintain a high level of expertise with regard to the BCBSA Program initiatives, mandates, policies and provisions Act as Program Lead to identify business implications and organizational impacts as a result of proposed changes to the ITS/BL2/BE systems/software Lead, coordinate and oversee all activities involving ITS/BL2/BE implementations or change recommendations, and presides over meetings required to meet program objectives of ITS/BL2/BE Ensure the timely implementation of new releases of ITS/BL2/BE software by providing full coordination with all affected Regence organizations Work closely with all Project Managers, project team members and organizational managers to resolve resource conflicts, adherence to compliance with all project due dates and to ensure that new and updated mandates, policies and procedures are documented and implementedCombine your degree and excellent communication abilities with the following skill sets: Professional program management certification or Master's degree in Project Management is strongly desirable Familiarity with the Project Management Institute (PMI) Guide and the Project Management Body of Knowledge (PMBOK) Demonstrated portfolio of successful, progressive project management with at least 7 years of experience including leadership roles in the execution of large-scale, concurrent projects (Greater than $10 million with team of 50) Functional competency in budgeting, change management, client management, project management methodology and business life cycle, mission/vision/strategy, project planning and organization, risk management and resource management Demonstrated success in establishing specific deliverables for project staff assigned to large scale, complex project/program Success meeting project budget, timelines and requirement targets and managing variances Strong interpersonal and communications skills (both oral and written) with a customer service orientation Demonstrated success at mentoring and developing project management skills in others Excellent problem-solving skills Ability to work in a team environment Capability to communicate effectively with all stakeholders Ability to negotiate for competing resources and to generate consensus among multiple priorities Desire to work in fast-paced, multi-tasking, fluid environment with ever-changing priorities Proficiency in the identification, assessment and contingency planning for risk factors Experience working with business sponsors and partners to identify and implement solutions Strong leadership skills with an ability to motivate teams to achieve defined deliverables and work effectively with clientsHard work and dedication is rewarded at Regence: We offer a competitive salary and a generous benefits package.For consideration, please visit our Web site at www.regence.com/careers and Apply Online to Job #16403.We are an equal opportunity employer dedicated to workforce diversity and a drug and smoke-free workplace.
