Director, Talent Acquisition and Diversity
Blue Shield of California(BSC) seeks an individual to drive, not simply manage the overall Talent Acquisition function. This position reports to the Vice President of Human Resources, and is responsible for developing and leading strategic workforce planning, sourcing and selection strategies in support of ongoing and future business objectives.
Plans and directs the ongoing recruitment efforts for the BSC sites throughout the state of California. This includes the design of a workforce forecasting system in addition to the selection and deployment of tools to identify the appropriate skills and competencies to meet the Company's business needs.
Leads and coordinates strategic selection and planning initiatives designed to support business objectives by ensuring continued professional and managerial talent pipelines.
Leads the creation of meaningful, diversity strategies and programs that are based on a solid link to our business strategy and values of the company.
Works collaboratively with other HR leaders and line management to foster and promote a systemic framework for enabling, assessing and strengthening workforce planning and selection decisions through the application of appropriate market and industry benchmarks as well as internal tracking and monitoring systems.
Heads the following functional areas: workforce planning, retained search, employment, relocation, university programs, contract labor services and diversity.
Enhances the corporate brand for BSC's recruitment initiatives. This brand strategy should differentiate from other opportunities, leveraging the Company's track record of innovation, increasing use of technology, and overall outstanding work environment, values and culture.
Designs and manages corporate infrastructures including the evaluation and where necessary, the replacement of systems, shared resume databases and promotional tools/media (ads, internet, direct mail, job fairs, open houses, etc).
Consults to line and corporate management and to the Company's Human Resources on staffing strategy on an ongoing basis.
Provides leadership and expertise in workforce planning in all areas of employment activity, international employment, university recruitment and flexible employment programs.
Key areas of leadership include benchmarking the top companies in the field of recruitment, identifying trends and best practices, anticipating shifts, and evaluating strategies to position the Company in the best business framework.
Bachelor's degree and 10 years related human resources experience, or equivalent combination of education and experience.
We also seek a track record of developing innovative approaches to organizational or business problems.
Successful candidates will bring a broad organizational perspective to the position.
Ideally, this individual should have strong strategic thinking, planning, design and organizational skills.
He/she needs to possess a proven ability to operate effectively in a rapidly changing environment wherein planning skills and agility are equally important.
We seek a strategic thinker with the ability to transition seamlessly into a tactical mode as required.
The ideal candidate will also need the ability to get results through personal credibility and influence versus position power.
Some demonstrated experience in the design and deployment of database applications and software products will be necessary. Ideally this use will involve involvement in HRIS or staffing and workforce planning software tools.
An MBA or Masters degree is preferred.
Previous experience in a high volume recruitment function for a large (greater than $1 billion) corporation is preferred. This staffing experience may be obtained in the role of an HR Generalist in a fast-growing company or as a staffing specialist at a middle or senior management level.
Additional Responsibilities:
Directs and guides the strategic and tactical components and initiatives of the Company¿s staffing and recruitment program that yield the highest quality talent.
Develops innovative recruitment and selection approaches that will achieve the desired results in terms of preferred skills, competencies and overall human talent.
Determines the most cost-effective approach for all staffing requirements on an ongoing basis. This includes decisions on when to outsource employment activities versus utilizing internal resources.
Determines college recruitment needs and strategies throughout the organization and direct the college program to ensure the highest quality of hires from this important pipeline.
Develops research and sourcing strategies to identify candidates in areas of core technical and administrative skills (systems, actuarial, customer service, etc).
