HEALTH DATA ANALYSIS SAS PROGRAMMER

Blue Shield of California (BSC) is seeking a Health Data Analysis SAS Programmerfor Network Analytics Team in our El Segundo office. This position will workclosely with management and Network Analytics Team to support regional strategyand statewide initiatives to identify cost saving opportunities.

Responsible for clinical and/or financial data management, acquisition andanalysis. Provides statistical analysis, data modeling and recommendations onspecific courses of action.

Provides technical guidance to less experienced staff on department functionsand activities.

Prepares complex reports and studies for a variety of uses including cost ofhealth care analysis, quality improvement, enhancing operations and addressingidentified issues.

Conducts competitor analyses and maintains competitor databases.

Conducts research associated with potential product concepts and forecastsviability.

Analyzes data and problems related to operations within a business unit.

Identifies problems and works with other Analysts to develop improvements,modifications and enhancements.

Oversees and coordinates activities related to tracking effectiveness ofimprovements.

May develop, communicate and train users on guidelines, methods and proceduresfor new products, services or programs.

Develops and prepares general and detailed specifications and relateddocumentation.

Position can be based out of El Segundo or Woodland Hills offices.

Bachelor's degree and seven years of relevant experience or equivalentcombination of education and experience.

Extensive knowledge of PCs and related software applications, such as Word,PowerPoint, Excel and Access.

Extensive knowledge of relational databases, data modeling and statisticalanalysis software.

Good analytical and problem-solving skills related to automated systems andoperations.

Good math skills.

Effective presentation skills.

Ability to write complex reports, business correspondence, and proceduremanuals.

Demonstrated leadership, project management. program evaluation and consultingskills and ability to interact with all levels including senior management.



Working experience in healthcare industry strongly preferred.

Experience in BASE SAS and/or SAS Enterperise Guide at Intermediate level.

Experience in writing SAS macros in Unix environment.

Proficient in using SAS to pass SQL code to Oracle database.

Experience optimizing queries against large datasets.

Ability to perform extensive data cleansing and manipulation.

Ability to collaborate knowledge and techniques in a team environmenteffectively.

Require 20% business travel to all BSC business offices within California toparticipate in internal meetings and work related purposes.
