Manager, Database Development & Administration

HEALTH PARTNERS, a growing, progressive Managed Care Organization serving the Medicaid population in Philadelphia and surrounding counties seeks a Manager of Database Development and Administration to join its Information Technology Team.  We offer excellent benefits, competitive salaries and a great 401(k) Plan.

 

GENERAL DESCRIPTION:  Manage, coordinate and implement a broad range of projects and programs in direct support of Information Services.  Manage day to day activities of the data warehouse and database administration  environments. Develop, maintain and enforce policies, procedures and standards within your area of responsibility.

 

KEY REQUIREMENTS: Bachelor’s degree with 7-10 years experience in managed care or insurance indemnity industry with a strong background in data warehousing and database administration and a minimum of 3 years in a management position.  Experience with reporting, BI and ETL tools.  Experienced in data modeling, database administration and development.  Knowledge of PC and server based software as it relates to data warehousing and database administration.  Excellent organizational, interpersonal, time management and communication skills. Strong conflict resolution, customer service, problem solving skills and project management ability.  Multiple computer platform experience required.

 

PRIMARY RESPONSIBILITIES:  Manage cross-functional team of employees to meet and exceed service requirements and functional objectives.  Manage the planning, designing, development and administration of new and existing database structures to achieve optimal performance, relational design, database normalization, data integrity, and structured database environment for any future functional additions and database growth. Coordinate all projects within Database Development and Administration, working collaboratively with the Director of Data Analysis & Reporting to ensure availability of technical resources.  Manage, train and support the staff in the development and use of project plans and QA procedures.  Ensure projects are completed within the timeframes specified.  Assist in the strategic planning of projects within Database.  Assist with the budget planning process for Information Services.  Support, assist and coordinate analysis activities and development of data repositories.  Recruit, develop, motivate and retain a high caliber of team members.  Coach and lead team to continuously improve operational performance.  Maintain a positive work environment that supports self-direction; provide a structure to optimize experience, skill, knowledge and capability of the team. Reward team members based on contribution and performance.  Works with business units to define data needs and provide end user training on use of data repositories.  Maintain and foster a collaborative relationship with internal and external customers.  Interact with analysts from contracted vendors, sharing data at the direction of the Director Data Analysis & Reporting.  Participate in designing and refining of data repositories to assure they support sophisticated clinically based resources analysis and useful financial warehousing activities.  Assist PMO staff in developing data repositories projects assigned by Director Data Analysis & Reporting.  Manage the development and maintenance of procedures and standards to store and protect the programming code, data repositories and documentation assets of Health Partners.  Works with the QA supervisor to define and administer QA policies and procedures.  Manage budget and control expenses while meeting operational, financial and service requirements.  Handle other duties or projects as assigned.
