The Manager of Information Technology Procurement will provide the day to day coordination of purchasing initiatives and contract administration for the Information Technology Division (IT) ensuring adherence to the Association’s procurement policy, The Blue Way To Buy.  Will function as first level resource for IT business owners to ensure that the proper sourcing, vendor evaluations, pricing and negotiations are followed to meet the customer’s time frame and expectations.  Additionally, will assist in the continual enhancement of purchasing procedures and practices to maximize the use of Association’s assets and to ensure that the Association is benefiting from the best price, quality and services from its vendors and suppliers.

Required basic qualifications:


• Bachelor’s degree in Business Administration or a related field or equivalent years of experience. 

• Minimum of 5 years experience in contracting and purchasing activities with a minimum of 2 years staff supervisory and/or team leadership experience. 

• Knowledge of Microsoft Office suite and internet technologies.

 Preferred basic qualifications:

• Demonstrated knowledge of vendor selection techniques along with conceptual knowledge of contract administration, supply chain principles and market conditions.

• Strong written, verbal communications and presentation skills.

• Sound analytical and problem resolution.  

• Demonstrated negotiation skills, creative and flexible problem solving skills, integrity, strategic thinking, and organization sensitivity are also required.

• Excellent organizational skills with the ability to plan/lead and manage multiple purchasing initiatives under tight timeframes with a sense of urgency. 

• Ability to develop and maintain strong business relationships and customer service to provide value added services. 

•  Ability to deal with ambiguity in a proactive, positive manner and the ability to work on teams and independently.  • Familiarity with the health care industry as it relates to information management technologies. 

• Understanding of contract law Uniform Commercial Code and the Federal Acquisition Regulation (FAR) and the Federal Employee Health Benefits Acquisition. 

• Understanding of quality control techniques and policy development. 

• Certification(s) in Purchasing Manager (NAPU) or other recognized purchasing certifications such as Government contracting or Public Contracts Manager (NCMA)
