Attorney Needed - In-House Position - Health, Safety, Security and Environmental
Our client, an integrated oil and gas company, is searching for an HSS&E Attorney.
The responsibilities of this position will include client counseling as well as hands-on management of regulatory enforcement investigations, proceedings, and other disputes with governmental and private parties. This person will also perform the following functions: Prepare opinions and furnish legal counsel and advice to business clients on laws and regulations under the Clean Air Act, Clean Water Act, RCRA, TSCA, the OSH Act, or analogous state and local laws and regulations to prevent, minimize and manage legal risk; Manage and resolve HSSE-related disputes, including administrative or judicial proceedings, arising chiefly from allegations of regulatory noncompliance; Represent client in dealings with local, state and federal regulatory and enforcement agencies in advocacy, negotiations and relationship building situations; Conduct, manage or advise clients regarding HSSE-related internal or external investigations, audits or inspections; Proactively and aggressively manage and control legal cost through internal and external resource deployment, budgeting, active project management, and other techniques for assuring cost discipline; Provide legal support to, and serve as a member of, client’s crisis management team and incident management team; and Work with, and counsel remediation management professionals to resolve historical contamination allegations and occurrences, including Superfund claims and administrative matters. Candidates must have a minimum of 10 years of relevant legal experience, and ideally 12+ years of experience. Relevant experience would include: A working familiarity with the EPA, OSHA, state oil and gas regulatory agencies, and state departments of environmental quality (preferably related to upstream and downstream oil and gas matters); A sound understanding of the jurisdictional inter-relationships between courts, state regulatory agencies, tribal regulatory bodies, and federal regulatory agencies with respect to environmental and safety laws and regulations; Managing HSSE-related judicial or administrative disputes with regulators and private parties and advising on a wide variety of HSSE regulatory issues; and Managing, conducting or advising on HSSE-related investigations, inspections, and audits. Candidates must have a JD from an accredited law school, as well as a minimum of 12 years practice experience, and a license to practice law in the United States.
