Business Analyst w/ProSight or Primavera or Clarity
Position Summary
Business Analyst consultant for IT Portfolio Management (PfM) practice area of Federal Consulting Division, specifically for Intelligence Agency clients. The Business Analyst provides process and automation support for the analysis, design, implementation, and operation of IT Capital Planning and Portfolio Management solutions for Federal Government clients.
Potential IT PfM functional areas include:
- IT and Non-IT Investment analysis, selection, control, and evaluation
- Business Case development and measurement
- Capital Planning and Investment Control (CPIC)
- OMB300 Exhibit processing
- IT Portfolio Management Governance Support
- Program and Project Management methods and techniques (e.g. Risk Management; Earned Value Management)
The Business Analyst position involves IT Portfolio Management consulting activities such as:
- Information Technology (IT) Portfolio Management visioning and strategy development
- Process analysis, modeling, and requirements definition
- Configuration design and development using industry-leading Portfolio Management COTS packages
- Development of IT investment Scorecards, Investor Maps, Dashboards, and other reporting
- Training and support for IT PfM solutions (processes, automation, and reporting)
Experience Requirements
ð 3+ years of Business Analysis consulting experience involving the planning, analysis, design, and/or implementation of business solutions for large enterprises.
ð Experience and knowledge of the following is a plus:
ü Portfolio Management
ü Clinger Cohen Act requirements, e-Government requirements, and the federal budget process including OMB Circulars A-11 and A-94 and OMB Exhibit 300s.
ü Asset Management, Financial Management, and FISMA (Federal Information Security Management Act) in Federal Government
ü Enterprise Architecture
ü Program and Project Management methods
ð Experience with IT Portfolio Management software toolsets, particularly ProSight, is a plus

ð Excellent oral communication skills, with demonstrated ability to provide persuasive points of view across different audiences, facilitate meetings, conduct and summarize client interviews, etc.
ð Excellent written communication skills, with demonstrated ability to independently produce meaningful, executive-level reports and presentations.
ð Strong analytical and problem solving skills; logical, conceptual and a quick learner, with a demonstrated ability to quickly assess a situation and generate new insights and usable ideas. Educational RequirementsBachelors degree; Masters degree a plus
