This is NOT an internal position - it is an outsourced role to a client - theposition is expected to last at least 5 years.   The Comptroller Staff's mission is to develop, implement, and oversee the processes by which the organization plans for and budgets to meet its resource needs; to manage participation in the internal and external budget review process; to provide fiscal and financial policy guidance; and to monitor execution of the Community Management Account (CMA) program after the budget is approved by Congress.  Plans support shall entail preparing the budget submissions within the financial and budget management systems(BASIS/PARIS) or any future financial system.   Responsibilities shall include, but not be limited to, the following functions: - Development, implementation, monitoring, and defense of the budget submissions. - Development of programmatic guidance for building and executing the budget, defending the budget to both internal and external reviewers, including OMB examiners. - Development of guidance initiatives, identifyresource shortfalls, and assist in preparing congressional hearings on related issues. - Compilation of data for use in various responses to Questions for the Record (QFR), Congressional Directed Actions (CDA), and other requirements. - Other comptroller functions, as tasked.Comptroller- Project Associate - Intelligence Community   Experience Requirements - Bachelors' degree in Finance, Accounting ore related degree - 5 years experience as a plans officer and/or program manager - Experience with CBJB Required Skills - Understanding of Federal Resource Management, annual budget, and strategic planning processes - Knowledgeable of the program budget review process Preferred Skills & Experience - Strong analytical skills (e.g., use of Microsoft Excel and/or Access to analyze data) - Strong presentation development and writing skills (e.g., proficient in Microsoft PowerPoint and Word) - Strong written and oral skills required Required Work Location - Must be willing to commute daily throughout Reston, McLean, and Washington, D.C. area Required Hours - Core hours are 9:00 AM - 5:00 PM except for the Monday at the beginning of each pay period.   Work hours for the Monday at the beginning of each pay period are 6:30AM - 5:00 PM.  If needed, work hours for the remainder of the week may be adjusted to accommodate the need for extended hours on specified Monday's.   Security Clearance - Applicants should hold an active TS/SCI and Counter Intelligence or Full Scope Polygraph Please note that Applicants selected will be subject to a security investigation and will need to meet eligibility requirements for access to classified information.
