Director of Human Resources

HSMC has helped agencies grow and adapt to change by maintaining and enhancing their fiscal stability and the quality of their management support.

 

Today, HSMC provides shared business and consulting services to a group of agencies totaling $35 million in annual revenues. These services include accounting, payroll, third-party reimbursement; human resources; Continuing Education; marketing; facility development; and quality assurance programs. 

 

The Director of Human Resources is responsible for all human resource functions including recruitment, employment, compensation, benefits administration and employee relations.  

Duties are appropriately delegated to members of the human resource staff.

 

Reports to:   Sr. Vice President of Finance and Operations of HSMC for operations and the President for policy development & implementation

 

Major Responsibilities:

  Serves as Benefits Administrator for all welfare benefit plans, 401k, 403b, and pension plans and 125 plans.  Ensures preparation of all reports related to these plans and maintains ERISA compliance.

  Coordinates Affirmative Action Plan and ensures compliance for State.

  Ensures compliance with state federal regulations pertaining to COBRA,ADA, FMLA, SNLA, state wage & hour law, and FLSA.  Reviews all policies related to these areas and recommends changes as needed.

  Reviews and recommends changes to personnel polices to ensure up-to-date policies and procedures that accurately reflect the practices and culture of the organization.  Develops and as necessary revises personnel polices for approval by the President.  

  Administers all organizational programs, including incentives, and additional compensation.

  Serves a member of Personal Practices Committee and Executive Committee.  May attend other committees as requested by President.

  Serves as a resource to managers and supervisors regarding supervisory issues and employee relations needs.  Provides coaching and/or in-service training as deemed necessary.  In addition, serves as resources for other employees relative to issues not resolved by the immediate supervisor of the employee.

  Issues quarterly reports to President and others regarding status of Worker’s Compensation Program, Retirement Plans, FTE’s, new hires and terminations.

  Reviews disciplinary actions/ terminations with managers/ supervisors prior to action being taken to ensure policies are being followed and documentation is appropriate and legally defensible prior to submission to President for approval.

  Works with President or Presidents designee to respond to resolve any complaints or legal matters made to outside agencies such as MCAD or EEOC or brought to us by an attorney on behalf of an employee or former employee.

  Supervises work performance of Human Resource Generalist; oversees day-to-day operations of department. 

  Other related duties as assigned by Sr Vice President of Finance and Operations and/or the President.

 

Qualifications:

 Minimum of a bachelor’s degree in Human Resources Management or related

field, masters degree preferred.  At least 10 years of experience as a senior human resources

 professional.
